The Contact Representative works in the Public Contact area of the regional office and reports to the Supervisory Veterans Service Representative. The incumbent is the first contact for all in-person visitors and inquires related to Veterans Benefits Administration operations and programs. The incumbent performs administrative duties in support of the public contact team.
Duties
Explain VA benefit programs and entitlement criteria to Service Members, Veterans and their dependents
Assist the claimant with va.gov account access, and the completion of applications and forms
Review documents for completeness and accuracy.
Process incoming mail and change of address requests.
Determine eligibility and prepares letters.
Handle release of information requests by providing copies of documents from claims folders.
Responsible for maintaining the integrity of the claims folder during review of files.
Determine when an interview is required and when a claim is needed.
Utilize a variety of data systems involving: Benefits Management, Medical records or claims processing, Statistical analysis, Records Control, and or Appeals Processing. (Similar to those utilized within VA: VBMS, MAP-D, SHARE, COVERS and VACOLS).
Provide administrative assistance with FOIA requests or inquiries. Researching regulations and providing statistical reports.
Facilitate the work-flow between public contact/intake site operations and other teams.
Perform administrative duties in support of public contact/intake site.

Specialized Experience:
To Qualify at the grade level of GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-06) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: Experience in performing clerical work which includes the handling of sensitive personal information, mail and automated services, in an office environment: (2). Basic knowledge of a claims process, as well the eligibility requirements to receive a program benefit, or payment; AND (3) Assisting with the facilitation of workflow within an office environment.
There is no authorized substitution of education, for the specialized experience required at the grade level GS-07.
