The position is located in the Department of Veterans Affairs, Albany Stratton VA Medical Center (Stratton VAMC) and serves the Veterans interest across the VA Health Care Network, Upstate New York.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS- 09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
The employee performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting the programmatic work and activities performed within the Department of Facilities Management Service (FMS) Operations Team (Ops Team).
Designs and creates implementation plans and training modules by working with vendors, contractors, clinical services lead, HTM and OIT.
Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements.
Conducts needs assessment through various kinds of surveys, townhalls, etc. depending on subject and situation to determine training requirements for clinical and non-clinical staff throughout the facility.
Designs, evaluates and develops sustainment monitoring programs, Quality Assurance programs, training plans, and serves as documentation custodian for all projects.
Performs duties involving the instruction of new equipment.
Performs administrative work of the FMS operations team including monitoring projects, reviewing records and creating multiple-point schedule for complex initiatives.
Maintains fiduciary oversight of Projects assigned to the FMS Operations team.
Documents and tracks training and certification.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes Knowledge of qualitative and quantitative techniques for researching, analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. This includes conducting studies, analyzing findings, and making recommendations on operating programs. Ability to design evaluate and develop implementation programs, training plans, maintenance schedules, materials, and aids for the end users. EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Education Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying one year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED)

There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to meetings and sources of information.
