This position is located in the Office of Human Resources (OHR), Executive Office, Environment and Natural Resources Division. OHR is responsible for administering all human resources and payroll functions throughout the Division in Washington, D.C. and field offices. The incumbent serves as the Assistant Director, Office of Human Resources responsible for providing advice, assistance, policy, and operational support for recruitment, classification, and Executive Resources.

The incumbent is the Assistant Director of Human Resourcesand serves as the first-level supervisor over the Recruitment and Classification team. Duties include the following:
Supervises a group of employees performing work at the GS-13 or lower level and provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised.
Establishes guidelines and performance expectations for staff members, observes workers' performance, and conducts work performance critiques. Develops work improvement plans, recommending personnel actions. Effects disciplinary measures as appropriate to the authority delegated in this area.
Serves as the technical authority for the Division's accountability program with oversight of Delegated Examining, Merit Staffing, Peer-Peer evaluations, preparing the Division for annual accountability audits and responding to audit findings.
Provides technical oversight for the Pathways Intern and Recent Graduate Programs.
Develops and implements complex recruitment and placement programs, strategies, and initiatives.
Oversees Division-wide recruitment and placement programs and evaluates those considering short and long? range objectives.
Advises top management and subordinate management levels on recruitment, examination, and selection processes.
Serves as a technical advisor to management for Senior Executive and Senior Level positions.
Advises on the accepted classification principles and rules of judgment to be applied in analyzing complex individual and organization structure issues (e.g., resolving highly contentious mixed series/mixed grade, interdisciplinary fields, impact of the person on the position, and equivalent issues with widespread internal and potentially external impact).
Requirements
- You must be a U.S. citizen or national.
- You must complete a background investigation to include pre-employment drug testing.
- Selective Service Registration is required, as applicable.
- You must complete or have completed a one-year probationary period.
- You must maintain a bank account for direct deposit of salary.
Qualifications
To qualify for GS-14: You must have one year of specialized experience at, or equivalent to, the GS-13 Federal grade level or above providing technical advice and guidance to management on recruitment and classification; leading or participating in HR accountability audits; providing interpretation of associated laws, policies, and procedures; and developing courses of action to resolve issues based on Federal regulations and agency policies.
Successful applicants must be DE certified or will be able to take the assessment exam shortly after appointment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
