This position is located in the Support Services department under the Division of Administrative Services at the Phoenix Indian Medical Center (PIMC), in Phoenix, Arizona. The purpose of this position is to provide guidance and support of travel management for civil service and commissioned personnel. Serves in a complex organization where civil service and commissioned personnel must adhere to separate travel regulations.
Duties
Serves as the service unit's primary Federal Agency Travel Administrator for PIMC. Provides guidance and assistance concerning travel management policies and procedures.
Develops and recommends service unit policy and procedures for travel management based on Federal and Joint travel regulations. Reviews travel orders in the travel system for compliance with travel requirements and funding for service unit travel.
Prepares service unit personnel travel orders and vouchers; reviews travel documents submitted electronically or manually for compliance with Federal Travel Regulations.
Responsible for correctly calculating and processing payments including travel Permanent Change of Station (PCS), Government Bill of Lading (GBL) and temporary duty (TDY)] in accordance with travel regulations.
Serves as a supervisor providing administrative supervision and final technical authority for the program as well as directing the activities of at least five subordinate positions including: travel assistants, motor vehicle operators, and mail room clerk.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-0301-10:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience providing standard advice and guidance to agency managers and employees on various aspects of government travel, relocation, and transportation of household goods regulations, policies and procedures. Experience with standard preparation of travel orders and vouchers and handling travel management functions using Federal Travel Regulations, Joint Federal Travel Regulations, and agency manuals and policies. Assists with temporary duty travel/relocation requests and issues; and provides fiscal analysis of travel management activities. Reviews pertinent documents, justification, and entitlement to meet audit and payment reimbursements using financial and travel system applications.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
