This Intermediate Care Technician position is within the Nursing service at the Providence VA Healthcare System located in Providence, RI. This position is full-time at 40 hours per week.

Duties

The Emergency Department (ED) Intermediate Care Technician (ICT) is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advanced technician for the ED for patients who are present for treatment. Duties include, but are not limited to: Performs ongoing patient care duties in the ED; Performs observation-based screening and collecting patient information in collaboration with licensed personnel; Completes approved templates and tools, for example the MiniCog screening established by the agency; Assists in behavioral/psychiatric situations in an emergency setting; Assists ED licensed personnel with the delivery of care to patients with complex, specialized, and potentially life-threatening situations; Initiates cardiopulmonary resuscitation (BLS) and use of automatic external defibrillator (AED) once trained and certified and where appropriate according to American Heart Association (AHA) protocols and policies; Assists with airway management using bag-valve-mask (BVM), oral airway or nasal airway; Provides support, relief, and coverage as needed to central station telemetry; Participates in the triage process by assisting with patient transport, obtaining vital signs, performing screens, gathering pertinent health history, medication history, and information about the chief complaint and communicates findings to appropriate clinical staff; Follows national and local pharmacy and facility guidelines for disposal of medications; and Other duties as assigned. Work Schedule: Full-Time. Tour of duty will be discussed during the interview process. Position Description Title/PD#: Intermediate Care Technician PD# S0031-A Notifications: This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience and/or education as described below: ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. - AND - In addition to meeting the English Language Proficiency, to qualify at the GS-7 level, applicants must meet at least one of the following requirements: MINIMUM QUALIFICATIONS: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. You MUST possess at least one year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of Intermediate Care Technician position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal Service. Qualifying specialized experience includes: recognizing life threatening situations and act to correct these emergent situations according to established national or local protocols; understanding the legal/ethical considerations of critical care (e.g., actual/implied consent, patient rights, advanced directives, etc); taking and recording diagnostic signs to perform patient evaluations and screenings; assisting in behavioral/psychiatric situations; and assisting licensed personnel with complex, specialized, and potentially-life threatening situations. - OR - SUBSTITUTION OF EDUCATION FOR EXPERIENCE: successfully completed one (1) year of graduate education or internship directly related to the position at the next lower grade level. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (COPY OF OFFICIAL OR UNOFFICIAL TRANSCRIPTS REQUIRED) Preferred Experience: Veterans, transitioning service, National Guard, and Reserve military Corpsmen, Combat Medics, and Medical Technicians interested in temporary or permanent Intermediate Care Technician (ICT) positions. Examples of military occupational specialties highly desired, include but are not limited to: 4NOX- Basic Medical Technician, 4NOIC- Independent Duty Medical Technician, X4NO- Aeromedical Evacuation Technician, 1T2X1- Pararescueman, 68W- Combat Medic Specialist, 18D- Army Special Forces (Medic), 68WW1- Special Operations Flight Medic, HM0000- Basic Hospital Corpsman, HM8404- Field Medical Service Technician, HM8425- Surface Force Independent Duty Corpsman, HM8402- Submarine Force Independent Duty Corpsman, HM8401- Search and Rescue Medical Technician, HM8403- Fleet Marine Force Reconnaissance Independent Duty Corpsman, HM8406- Aerospace Medical Technician, and HS- Basic Health Services Technician. You will be rated on the following Competencies for this position:Clinical Data Collection/DocumentationEmergency CarePatient Care Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment Physical Requirements: The work requires a level of physical fitness that allows for standing for extended periods, heavy lifting to position patients, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting and walking.
