The Department of Veterans Affairs (VA) Intermediate Care Technician (ICT) Program is a program designed to hire transitioning service, National Guard, Reserve, and Veteran corpsmen, combat medics and medical technicians into positions at VA Medical Centers as an integral part of the medical team. Candidates generally qualify based on U.S. Armed Forces experience or equivalent education.
Duties
The Intermediate Care Technician is an occupational specialty, especially for former military combat medics, medical technicians and corpsman. They serve as an advanced technician for the Emergency Department (ED) for patients who are present for treatment. The incumbent may assist with other technical health care procedures under the direction and supervision of licensed personnel. Duties include, but are not limited to:
Performs observation-based screening and collects patient information in collaboration with licensed personnel;
Initiates cardiopulmonary resuscitation (BLS) and use of automatic external defibrillator (AED) once trained and certified and where appropriate according to American Heart Association (AHA) protocols and policies;
Assists in behavioral/psychiatric situations in an emergency setting;
Performs duties focused on communication techniques required to complete the questioners and templates approved for use in the ED, including active listening, restating, and mirroring;
Operates specialized medical equipment such as defibrillators, electrocardiographs, and oxygen apparatus in accordance with applicable training and standards;
Provides support, relief, and coverage as needed to central station telemetry
Assists ED licensed personnel with the delivery of care to patients with complex, specialized, and potentially life-threatening situations;
Works in concert with other members of these teams to determine the nature, extent, and seriousness of the patient's condition including the search for medical alert symbols and medications; and
Other duties as assigned.
Work Schedule: The Emergency Department is a 24/7 operation, with rotating shifts that can include nights, weekends and holidays. Shifts will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024.
You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepare and administer medications through various methods, examples include, intramuscular injections, subcutaneous injections, intradermal injections, oral, aerosolized including oxygen, topical, intraocular (eye drops), Otic (ear drops), intranasal, rectal (suppositories), local anesthetics, intraurethral, and intravenous; Performs minor surgical procedures, medical interventions and administer treatments to manage care to combat disease or disabling symptoms example incise and drain various skin infections or abscesses; Order appropriate diagnostic studies under the direction of the supervising Licensed Independent Practitioner (LIP) obtains and Reports Diagnostic and laboratory results; and Other applicable experience in the medical field as it applies to this position. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one, full year of graduate-level education beyond a Bachelor's Degree in a medical, health, or related technical field of study that is directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (NOTE: Transcripts must be submitted)

Combination: Applicants may also combine equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. Only education beyond a one-half year (e.g. 6 months; 9 semester hours) of graduate level education beyond a Bachelor's Degree may be used to qualify applicants for the GS-07 level. Preferred Qualifications: Experience in the military as a Hospital Corpsman, Combat Medic, Medical Technician is highly desired.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Demands: The work requires a level of physical fitness that allows for standing for extended periods, heavy lifting to position patients, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting and walking.
Work Environment: On a regular and recurring basis, employee is exposed to infection and contagious diseases requiring the use of universal precautions. As part of an emergency response or transport team the incumbent may be exposed to all types of weather conditions, and face risks and discomforts at the scene of accidents, to include the possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or to use protective gear.
