THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL VIOLENCE PREVENTION SPECIALIST (PREV WF) (T5), Position Description Number T0032P01 and is part of the AL JFHQ AL Command Administrative Office, National Guard. ORGANIZATION: JFHQ-IPP, MONTGOMERY, AL SELECTING OFFICIAL: MS. S. NEAL

Duties

1. Acts as subject matter expert (SME) on Integrated Primary Prevention (IPP) as applied to sexual violence prevention. Advances policies outside of the existing Sexual Assault Prevention and Response (SAPR) office for equities specific to sexual violence primary prevention. Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of sexual violence. Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs. Establishes measures of effectiveness in the primary prevention of sexual violence. Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's IPP program. Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations. Conducts educational sessions and briefings for JFHQ leadership and JFHQ SMEs (i.e., State Family Programs Director, Chaplains, State Equal Opportunity Manager, Resilience, Risk Reduction and Suicide Prevention Program Manager, IPP SMEs) regarding the primary prevention of sexual violence. Works with IPP Officer to elevate promising practices within the state that relate to the early prevention of sexual violence and report findings up to the NGB. Coordinates multidisciplinary evaluations. Consults with managers in areas that impact sexual violence to ensure combined prevention trainings are coordinated to promote and incorporate evidence-based practices and learning objectives and designed for the National Guard (NG) with cross-functional impact. (50%)2. Plans, organizes, and directs the activities of The Adjutant General's (TAG) Integrated Primary Prevention (IPP) Program. Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service members, families and communities are met. Serves as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices. As the technical authority and expert on primary prevention; research, interprets, analyzes, and applies Department of Defense (DoD), National Guard Bureau (NGB), Air National Guard (ANG), and Army National Guard (ARNG) prescribing directives, Public Law, guidance, and regulatory instructions. (25%) 2. Assists with IPP needs assessments. Collects qualitative and quantitative data. Conducts continual collection and analyses of S/T/DC, Wing/Region activities relative to integrated sexual violence prevention to ensure program fidelity. Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data. Works with other JFHQ Directorates and offices to evaluate relevant NG programs for effectiveness and impact on the primary prevention of sexual violence. Reviews homogeneous environmental/climate survey data (collected from Wing/Brigade) analyzes for sexual violence outcomes, and shares findings with appropriate stakeholders. Recommends changes to surveys and trainings (qualitative and quantitative), as appropriate, to ensure maximum insight into NG sexual violence data. Obtains approval for training or evaluation revisions from NGB counterpart. (30%) 3. Maintains an understanding of SAPR policies and the working dynamics between primary prevention and response. Maintains collaborative relationships with the JFHQ, Air National Guard (ANG) Wing/ Army National Guard (ARNG) Brigade SAPR program managers, the NGB Sexual Violence Primary Prevention SME, and other relevant support programs. (10%) 4. Supports and participates in state-level committees, boards, and working groups. Provides sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs). Provides sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Coordinates with SARC to ensure alignment of messaging to JFHQ council or board leadership regarding sexual violence. (10%) Performs other duties as assigned. Qualifications

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. For Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE REQUIRED BY THE POSITION: - Knowledge of Primary Prevention efforts relating to sexual violence prevention - Knowledge of social-ecological systems theory - Knowledge and experience in the organization, management, and administration of programs and services to participate in sexual violence prevention program planning - Skill in development and maintenance of public understanding and sound working relationships with State, local, and community agencies - Skill in applying professional community organization abilities related to the formulation of needs assessments, development of sexual violence prevention programs, and the marketing of programs - Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services - Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided - Knowledge of and skill in planning, conducting and evaluating sexual violence prevention training programs - Knowledge of laws, regulations, executive orders, issues, etc., relating to the primary prevention and the development of sexual violence prevention strategies - Ability to plan and adequately support the needs of National Guard members by determining what the future needs of the Service Member are through the interpretation and analysis of studies, and trends - Knowledge of policies and requirements for the development and analysis of the sexual violence prevention efforts in order to integrate effective prevention measures. - Knowledge of automated data systems to maintain information- Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports

Education

Minimum Requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
