Serves as a Vocational Rehabilitation Counselor Quality Review Specialist (VQRS) located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Veteran Readiness and Employment (VR&E). The primary focus of the incumbent is to conduct Individual Quality Reviews (IQRs) and employ various tools to assess individual performance and to improve the quality and consistency of services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52-weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52-weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application materials.
BASIC REQUIREMENTS: To qualify for the Vocational Rehabilitation Specialist (QRS) position, candidates must meet the following basic requirements:
a. Education. Successful completion of a master's degree (or higher) in rehabilitation counseling, rehabilitation services, clinical rehabilitation counseling, counseling psychology, mental health counseling, career counseling or social work from an accredited college or university.
b. Internship or Experience Requirement. The required (1) supervised internship or (2) post-master's degree experience is described as follows:
(1) Supervised Internship: The education in paragraph 3a must have included a supervised internship in rehabilitation counseling or case management specialization. The internship must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.
OR
(2) Experience: One-year post-master's degree experience in direct delivery of professional vocational rehabilitation services to individuals with disabilities.
In addition to meeting the basic requirement above, applicants must also meet the specialized experience below:
Specialized Experience Requirement:
GS-13: Specialized experience is defined professional vocational rehabilitation counseling work in delivery to adults with disabilities. Experience reflects the management of vocational rehabilitation counseling or case management workload involving persons with a wide variety of disability conditions (e.g., mental health, physical, cognitive, visual/auditory, substance abuse).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical requirements are required for this position. The incumbent works primarily in an office setting, but will occasionally travel for conferences and trainings. Work may consist of extended hours and lengthy periods of concentration.
