Responsible for analyzing and managing the DoD National Technical Nuclear Forensics (NTNF) Program and other duties as assigned. Advises and provides subject matter expertise to the Director of Nuclear Forensics, Energy, and Survivability (NFES) and the Deputy Assistant Secretary of Defense for Nuclear Matters all technical nuclear-related matters regarding technical forensics, Nuclear Threat Reduction-related activity, and emerging nuclear technology threats.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section USD(P&R) memo of Oct 15, 2021, Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense, Per 3. Covered Positions e. any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category, as outlines in Table 1. Incumbents typical work assignments may include the following:
Assists the Director of Nuclear Forensics, Energy and Survivability (NFES) in managing and prioritizing workflow for all military, federal civilian and 1 contract support personnel to ensure efficient and on-time completion of a wide variety of complex tasks and projects.
Advises the Director of NFES on National Technical Nuclear Forensics (NTNF)-related activities including DoD-specific and interagency coordination for NTNF capabilities. Serves as the DoD NTNF Working Group lead and the Vice Chair of the Nuclear Forensics Steering Committee in the absence of the Director.
Translates higher echelon goals and objectives into actionable plans and assigns specific tasks and timelines to subordinate staff. Provides advice and guidance to subordinate staff in executing these tasks and monitors progress to completion.
Builds, negotiates with, and lead teams consisting of peers from multiple organizations to execute higher echelon guidance, the objectives of which may be occasionally vague and/or uncertain.
Acts on behalf of the Director of NFES and the DASD(NM) to provide advice to the ASD(NCB) and USD(A&S) on national technical nuclear forensics issues, and represents the DASD(NM) in his/her absence as needed on matters related to the office ' s responsibilities.
Provides guidance and feedback to various DoD and NNSA components on work products to ensure clarity and focus for presentation to senior leadership.
Serves as focal point within the Office of Nuclear Matters for coordination among Office of the Secretary of Defense and Joint Staff offices with responsibilities for NTNF and Nuclear Threat Reduction pursuant to Mutual Defense Agreements the United States has with the United Kingdom and France.
Lead coordination across DoD and the Interagency to enable DoD capabilities. This includes capability development, Research and Development, exercises, and support for all NTNF scenarios (CONUS/OCONUS). In accordance with the Nuclear Forensics Strategic Plan, produces an integrated calendar of interagency NTNF/P-3 related exercises. Garners support from Combatant Commands Tier I level and other National Level Exercises in support of Theater Campaigns.
Provide leadership, oversight, and management of the Federal Nuclear Expertise (FNE) course.

- This position requires a Program Management Practitioner 2 DAWIA (Back to Basics) acquisition certification. You will have 60 months to achieve this certification.

You may qualify at the GS-14/15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private or military sector) that demonstrates your ability to:
Applying knowledge of U.S. nuclear forensics, strategic deterrence policies, relevant statutes, and interagency relationships to execute a national technical nuclear forensics mission.
Developing, reviewing, and evaluating reports and briefings related to nuclear forensics issues operational requirements and system capability development.
Preparing, justifying, and administering a Nuclear Forensics program budget through the management and oversight of a multi-million dollar per year budget.
Preparing and coordinating technical program reviews and analysis of a Nuclear Forensics program for legislative language, policy, budget and/or fiscal changes.
