Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as an extension and principal advisor to the wing criminal justice elements on criminal indexing activities.

Duties

Manages the criminal booking and indexing process for AFOSI investigations. Provides booking and indexing support for local installation law enforcement entities. Liaisons with installation entities in support of law enforcement mission. Engages with installation-level Commanders and First Sergeants to obtain information on issued Command Directed Inquiries (CDI) and Military Protective Orders (MPO) and evaluates to ensure expedient entry of data into NICS to prevent weapons purchases. Provides assistance for technical investigative support tasks. Serves as installation subject matter expert on Livescan Management System (LSMS). Serves as AFOSI evidence preservation subject matter expert as well as AFOSI unit primary or alternate evidence custodian. Works with evidence custodian and evidence collection point at the crime scene to ensure proper methods and techniques are utilized in crime scene processing. Serves as emergency and extraordinary expense funds (E-Funds) custodian. Involves pecuniary responsibility for funds and administrative responsibility of maintaining an accurate account. Serves as AFOSI unit's primary or alternate unit weapons manager. Responsible for managing the unit's weapons program and all AFOSI-issued firearms assigned to the unit.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander?s designated representative(s).
  • The work requires the employee to drive a motor vehicle. An appropriate, valid drivers license is required for the position.
  • Employee must be able to work under pressure and exhibit emotional stability, tact, and maturity to cope with unusual and stressful situations.
  • Employee will need to obtain Security Plus Certification (8570) and be able to maintain several networked systems ensuring software updates are accomplished and that the systems maintain their network connectivity and functionality.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, regulations, and issues related to criminal indexing, investigation, criminal booking process and collection and preservations of evidence. Knowledge of the current criminal booking and indexing process as well as applicable guiding laws and organizational policies. Knowledge of evidence collection and preservation procedures, the evidence management system, the mobile device exploitation system, and the interview room recording system, as well as the policies that guide those systems and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of the laws, regulations, and issues related to criminal indexing, investigation, criminal booking process and collection and preservations of evidence. 2. Skill in working with computers and automated systems as well as an aptitude for computer networking. 3. Skill in applying tact and diplomacy during difficult circumstances to advise and inform organizational leadership or high-level offices on complicated, sensitive, and occasionally controversial issues. 4. Strong skills in strict, meticulous accountability for data and items and able to withstand legal scrutiny. 5. Ability to communicate orally and in writing, to instruct on procedures and lead teams, prepare reports, respond to inquiries, negotiate procedures, and make presentations to management officials. 6. Ability to plan, organize, and direct functions and multiple stakeholders in order to inspire, motivate, and guide others toward goal accomplishment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
