The Office of Human Capital Services (HCS) provides world-class customer service to the public and Veterans Benefits Administration (VBA) employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. The incumbent is assigned to the Executive Management Team and reports to the Chief, Executive Management Team, who serves as the immediate supervisor.

Duties

Provides administrative and general support to the HCS Executive Director, Executive Management Officer, and Chief Management Officer. Directly influences the effectiveness and responsiveness of HCS. This includes working with other VBA and HCS office personnel to include HCS Front Office, HCS Directors, HRC Directors and Assistant Directors, and HCS Executive Support Teams to coordinate substantive reviews of briefing materials, policy discussions, assessing administrative requirement needs, developing business plans and meetings preparation. Coordinates meetings, gathers data, and develops talking points for HCS Senior Executive Leadership. Establishes and maintains control on issues requiring follow-up. Performs a variety of duties related to researching and analyzing data or determining the status of significant issues, to assist HCS Front Office leadership in their decision-making process. Coordinates administrative activities for EMT leadership and between other HCS offices and functions in VBA for which these leaders have responsibility. Coordinates with other VBA Central Office elements, other Department of Veterans Affairs offices, all 56 Regional Offices and 5 HR Centers. Also coordinates with other Federal agencies and veterans service organizations as needed. Performs special projects and recurring assignments for the EMT. Projects and assignments may include the planning and coordination for presentations or events such as conferences, town halls, retreats, employee engagement activities, or site visits. For these special projects/assignments, the incumbent works with the Chief, Executive Management Team to identify and complete tasks. Ensures event goals, tasks, and deadlines are met timely. Conducts special studies and analyses of a variety of administrative activities functions within the Office of Human Capital Services. Analyzes program areas, evaluate effectiveness, and determine compliance with Department procedures and regulations. Serves as timekeeper for the entire HCS Front Office. Ensures that employees' leave is entered correctly and timely. Adheres to Federal and agency policy and procedures when requesting information regarding leave and when making changes to leave entered by employees. Validates timecards prior to submission to payroll. Supports in the coordination of calendars for the HCS Executive Director. Determines availability for meetings, conferences, and other activities. Sensitive to and cognizant of protocol with respect to requests for the executives' attendance and participation at various meetings, ceremonies, events, etc. Maintains Front Office SharePoint site. Manages permissions, provide updated links, and add high priorities projects/assignments to taskers for review and approval. Studies and analyzes office automation needs and system capabilities for internal controls and management accountability for the EMT. Coordinates requests for equipment, telecommunications, and supplies for EMT. Develops methods for automating reports and determines the best software type for each report or data categories. Uses a variety of office automation software in support of the organization. Coordinates the review and resolution of program and administrative issues/problems outside the purview of any single unit or office or encompassing aspects which are within the responsibility of more than one unit or office and advises the supervisor on actions taken. Obtains and considers perspectives of other staff or units affected by the issue. Decides whether the issue can be dealt with through application of, and in terms of, already enunciated policies and procedures or whether a decision by the Executive Director is required. Responds to correspondence and communications addressed to the Executive Director on a variety of topics and requests for information. Reviews and analyzes material originating outside the Office of Human Capital Services and briefs the Executive Director and subordinates on any matters requiring attention. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13 . Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/08/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with administrative principals and techniques, pertinent administrative regulations, and standard administrative practices and procedures of a department. Experience with organizational analysis principles, methods, practices, and techniques; and interpersonal relations practices. Experience developing new methods and approaches in planning, integrating, and evaluating agency program s. Applies knowledge and skill sufficient to formulate new concepts, principles, and methods, and advise top agency management officials on the development and implementation of policies, programs, and initiatives. Skilled experience with the use of a variety of personal computer applications to produce spreadsheets, databases, word processing documents and presentation packages. GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week.
