The Tibor Rubin VA Medical Center is recruiting for (1) one Safety Program Specialist. The incumbent is responsible for day-to-day program planning, administration, logistical, and clerical functions for the safety department.

Duties
Major duties include but are not limited to following:
Provides administrative support to all staff within the Occupational Safety and Emergency Management Service (OSEMS) maintaining strict confidentiality.
Oversees the Safety and Occupational Health (SOH) directives and procedures alignment with VA Long Beach environmental health and safety policies.
Responsible for maintaining office files, records, and library of references.
Coordinates and completes facility response to recurring, non-recurring and special reports requested by leadership and VA organizations.
Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy,
Assists the safety supervisor in tracking and submitting all required reports on a timely basis to senior management and/or higher headquarters.
Acts as the primary point of contact for budgets, funding, contracts, and logistical support needed to facilitate the creation of partnerships, implementation of updated technology and similar services.
Completes, maintains, and reports equipment inventories as required.
Serves as a timekeeper and is responsible for the preparation, maintenance, and timely submission of time and attendance reports for each employee assigned to OSEMS.
Perform other assigned duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday thru Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: clerical support work (i.e. handles multiple phone lines and resolves issues; scanning documents; filing; prepares meeting minutes; generate reports; prepares, types, and revises memorandums, reports, SOPs, formal letters, etc.); tracks, documents, and maintains employee and Financial records; and data entry. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school level. (Transcripts Required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
Specialized Experience: GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing budgets and financial documents, clerical support work (i.e. handles multiple phone lines and resolves issues; scanning documents; filing; prepares meeting minutes; generate reports; prepares, types, and revises memorandums, reports, SOPs, formal letters, etc.); data entry; tracks, documents, and maintains employee and Financial records; compiling data and analyzing trends.
