This position serves as the principle Administrative Official for the Quality Management (QM) service. The incumbent's duties will entail oversight of administrative aspects of service programs to include: data gathering, analysis, trending and reporting, budget preparation and other fiscal duties including fund control point and other expenditure tracking, interactions with Veterans, their families and representatives, writing reports and controlled correspondence and other duties as assigned.

As an Administrative Officer (AO), the incumbent provides leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs. The incumbent researches and investigates new or improved processes or practices for potential application to service operations. The incumbent analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals or objectives to ensure compliance with regulations.
The incumbent conducts studies of organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods and procedures in service programs and clinics. The incumbent performs management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff. She/he analyzes management techniques, processes and styles for improving facility-wide organizational effectiveness in the Service. The incumbent analyzes individual clinics, programs, functions and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound operational management.
The incumbent ensures VISN and facility-wide strategic initiatives, performance measures and monitors are met. Based on general guidelines, the incumbent will develop analysis or audit formats that will be utilized for evaluating, advising, validating, or improving workload for BVAHCS programs. The incumbent serves on facility-wide committee's representing the Service. Through regular analysis of data and work processes, the incumbent identifies and recommends training opportunities as they relate to workload capture, clinic coordination and flow and other areas of responsibility. The incumbent completes an analysis of compliance with national directives or performance measures and independently determines and initiates training programs based on gathered data. The incumbent develops training programs including guidelines, instructional methods, materials, and new or improved applications of educational technology to training programs. The incumbent develops and/or modifies procedures, courses, training guides and plans us appropriate to effectively meet the training needs. She/he provides training on either an individual basis or in a classroom or group-setting. Once training is completed, records training session in employee TMS records. She/he reviews analyzes and evaluates training courses and programs to assess their quality and effectiveness.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the range of administrative laws, policies, regulations, and precedent applicable to the administration of Service programs and activities; Ability to communicate effectively for intended audience; Knowledge to perform complex analyses, synthesize findings and prepare recommendations for BVAHCS-wide policies which change the way system-wide programs are carried out; Knowledge of VA's budget, VERA methodology, VHA Support Service Center, and VHA Systems Redesign methodologies; Teaching skills to train staff on workload capture, clinical computer applications and other initiatives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond two years (36 semester hours) leading to a Ph.D. or equivalent doctoral degree. (Transcripts Required).

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, engaging in conference calls or video teleconferencing. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or some mobility between the office and various other clinics and offices located at any of our health care system sites prolonged sitting may be required.
