As a Program Specialist you will participate in planning and discussions on administrative and operational management support and for financial programming. As assigned, advises Service Center Leadership on the formulation and implementation of policies, programs, objectives and plans.The Service Centers Division is dedicated to the operations, maintenance and technical support of the region's facilities.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Participates in planning and discussions on administrative and operational management support and for financial programming. Studies, counsels, and advises Service Center Leadership on the formulation and implementation of policies, programs, objectives and plans.
Manages and controls the Service Center’s Reimbursable Work Authorization (RWA) Program including but not limited to responding to RWA related inquiries (internal and external); tracking and reporting RWA workload; ensuring reimbursement and appropriate cost transfers occur in a timely manner (with the assistance of the appropriate Budget Analyst, Project Manager, Contracting Officer, Building Manager etc.); and reviewing RWA estimates to ensure proper RWA overhead calculation.
Applies qualitative and/or quantitative methods to assess and improve the effectiveness and management of program delivery.
Provides guidance and policy direction to deliver superior consistent, cost effective, timely and efficient projects (below-prospectus) including oversight of use of tools, resources, program measures (including appropriate weight of measures), and project tracking.

The GS-11 salary range starts at $69,107 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Your salary will be determined based on the duty station selected. The General Schedule Pay Table can be located here. To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience gathering data, conducting analyses, and preparing reports to reflect results of program operations; tracking and coordinating projects; maintaining responsibility for customer contact and liaison; and providing comprehensive administrative support functions for high level management.
