This position is in the Office of Analysis for South Asian Affairs, Bureau of Intelligence and Research (INR/SA). INR/SA is responsible for the review and analysis of classified, unclassified, and open-source materials concerning the political, economic, social, military, counterterrorism, and foreign policy of the countries of the South Asian region, as well as U.S. international relationships.
Duties
Serves as the Department’s Senior Intelligence Research Specialist for Afghanistan, and all other South Asian countries’ all-source intelligence, with special emphasis on qualitative all-source intelligence research.
Responsible for evaluating the long-term implications of existing social, cultural, political, economic, and security conditions in Afghanistan, its neighboring countries across South Asia, and the broader Indo-Pacific region.
Serves as a formal mentor within INR/SA and an informal mentor within INR; for example by mentoring, guiding, and developing the professional tradecraft capabilities of other analysts.
Serves as a liaison to SES-level officials, including by preparing responses to requests for information from the Secretary of State, the Director of National Intelligence, the Vice President and President, and their senior staffs.
Represents the Department in interagency meetings, provides guidance to Department policymakers, briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with Intelligence Community (IC) programs, processes, and policies to enhance intelligence coordination across the Department, IC, and Executive Branch.
Experience with social, political, and security affairs regarding Afghanistan, South Asia, and the broader Indo-Pacific to provide expert advice and guidance regarding the policy implications of issues and developments in the region.
Experience with Analytic Tradecraft Standards and skill in mentoring intelligence analysts at all levels of experience.
There is no substitute of education for specialized experience for the GS-15 position.
