The primary purpose of this position is to establish MAJCOM policy and manage HQ AMC implementation of the New Strategic Arms Reduction Treaty (NST), Chemical Weapons Convention (CWC), International Atomic Energy Agency (IAEA) Safeguards and Additional Protocol, DOD and Air Force regulations, Congressional implementing legislation, and Air Force policies and procedures.

Duties

Provides expert program leadership within HQ AMC for advisory services and for formulating guidelines, implementing new arms control agreements, and development of inspection provisions of arms control agreement. Command Subject Matter Expert and Focal Point on procedures and guidance for Open Skies Treaty, or its replacement if/when re-instated, activities at AMC Installations: Oversees notification procedures to inform AMC bases and staff of overflight by the observation aircraft. Manages and implements arms control administrative requirements. Solely responsible to interpret US Treaties, DoD Publications and HAF Directives in order to lead, development and implementation of command-level training program to address all facets of AMC arms control. Command focal point on procedures and guidance for New Strategic Arms Reduction Treaty (NST) activities. Develops DoD and Air Force treaty compliance policies and procedures in conjunction with Air Staff and DoD working groups.

  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • May occasionally be required to work other normal duty hours. Position requires on-call availability during nonduty hours and incumbent is subject to long hours including nights, weekends, and holidays. (con't)
  • Incumbent on call 24 hours a day to deploy to CWC Challenged sites. Incumbent will attempt to arrive at the site location within 12 hours of notification (CONUS) in order to implement inspection responsibilities.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft; stateside or overseas.
  • Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency (con't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series, 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive in-depth knowledge of arms control agreements, implementing legislation, Presidential Policy Directives, Decisions, and Initiatives sufficient to direct the planning and implementation of these agreements and their execution. In-depth knowledge of theory and practice of reciprocity in US-Commonwealth of Independent States relations and arms control implantation efforts as related to inspections or other treaty activities; In-depth knowledge of treaty airlift operational capabilities required to fulfill transport requirements for various treaty activities. Expert knowledge of US national positions on treaty requirements and rights of foreign inspectors performing duties in accordance with these international agreements and USG implementing legislation. Expert knowledge of MAJCOM-wide military and civilian activities sufficient to analyze impact on Air Force treaty compliance efforts at wings or other MAJCOMs/services. Expert knowledge of mission, policies, and instructions of OSD, DoD, Joint Staff, HQ AF/A5XP, and DTRA concerning inspection provisions of arms control agreements sufficient to ensure successful inspection results. Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas; and the regulatory framework in which CP programs operate. High degree of skill when applying general CP knowledge and specific knowledge of the New Strategic Arms Reduction Treaty (New START), Chemical Weapons Convention (CWC), to the management of command inspections at Wings and in analyzing and resolving very complex or sensitive problems with implementing and complying with treaty guidance for wing locations. Expert knowledge of US Government counter-proliferation (CP) policies, concepts, principles and methodologies applicable to Air Force operations. Expert knowledge of Office of the Secretary of Defense (OSD), State Department, Defense Threat Reduction Agency (DTRA), Combatant Command, other Services, Air Staff, AMC and AMC staff wing CP policies, plans and planning documents and publications, procedures, and programs. Expert knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness of the improvement of complex management processes and systems. Extensive in-depth knowledge in long term planning, programming, educating, training, and budgeting for validated arms control and CP requirements. Mastery knowledge of START and CWC inspection execution and exercise plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge of AMC organization and staffing procedures to include interaction with the Office of the Secretary of Defense (OSD), State Department, Defense Threat Reduction Agency (DTRA), OnSite Inspection Division, Combatant Commands, other Services, Air Staff, other MAJCOMs, and AMC units. Must identify which organizations and offices would have interest in or responsibility for arms control issues for a variety of international treaties. Extensive knowledge of AMC staff procedures and computer operations used to accomplish special projects and prepare joint papers, position papers, briefings, and other documentation used by Directorate of Air Space, and Information Operations to arrive at positions on all matters related to treaty compliance and CP initiatives. Extensive knowledge of arms control roles, missions, programs, and operations as they contribute to treaty compliance in accordance with international treaties and agreements. Comprehensive knowledge of plans, programs, policies, and operations required to host international inspection teams. Comprehensive knowledge of command and unit level inspection support plans. Extensive knowledge of CP initiatives as they relate to AMC's capability to support Combatant Commander plans and requirements. Extensive knowledge of AMC inspection procedures, inspectable facilities, and weapon systems in order to ensure treaty compliance. Extensive knowledge and understanding of notification networks and procedures necessary to receive notifications of arms control inspection activities (New START and CWC). Comprehensive knowledge and understanding of the procedures for identifying AMC categorized as high value events. Ability to use sound judgment and initiative when collecting facts in person and by phone and the ability to compile and condense these facts into appropriate recommendations related to arms control and CP. Possesses' highest level of skills and ability to communicate ideas and facts professionally and concisely in written and oral form to personnel of varying backgrounds to gain cooperation from others through tact, courtesy, and diplomacy. Ability to comply with Program Management Directives and higher headquarters guidance related to arms control and CP plans and operations. Accurately, interprets and communicates intent and parameters of arms control activities affecting AMC. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
