This position is located in the Office of Creative (CR), Deputy Assistant Secretary for Digital Content (CN), Bureau of Global Public Affairs (GPA), Department of State (DoS).
The position is for a Supervisory Public Affairs Specialist who oversees the production of graphic content for distribution to U.S. and foreign audiences through traditional and social media. S/he devises and implements content development workflow and evaluates content quality and distribution performance.
Duties
Manages all aspects of graphic and visual content production, content that complements text and other element, designs, drafts, and finalizes graphic products and graphic elements of strategy and communications plans.
Develops and enforces graphics standards and templates to enhances production volume and ensure fidelity to standards implemented on Department web and social properties.
Established production schedules and assures timely execution of each design project. Manages archival and filing systems for the Bureau's digital finished products and production assets, such as design elements, logos, and photos.
Collaborates with colleagues i the GPA Office of Language Services to establish procedures for production of non-English versions of GPA content ranging from individual graphics.
Monitors workflow of graphic projects, and of graphic materials for inclusion into multi-elements content. Conceptualize appropriate format and balance of text, image, and graphic elements in a give piece of content.
Oversees the work of i -house and off-site contractor graphic designers, photo editors, and illustrators.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing the development of graphic and visual content and evaluating effectiveness of products.
Experience designing, drafting and finalizing graphic products to inform a wide range of audiences.
Experience providing advice on developing graphic and content communication strategies.
Experience in using advanced concepts, principles, practices and regulations pertaining to the development of graphic standards and templates.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
