This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
As a Supervisory CPD Specialist, you will:
Direct a staff of CPD Specialists who are responsible for the individual states receiving supplemental disaster funding and provides advice and guidance concerning the interpretation of policies, rules, and regulatory provisions.
Monitor and evaluate recipients of CPD Programs and other grants for the assigned program areas through CPD specialists assigned to geographic responsibilities.
Assist the Division Deputy Director and/or Director in providing ongoing oversight and policy direction to the CPD specialists on assigned programs and funds authorized for disaster recovery.
Develop and/or modify regulations, notices, guidance materials, operating instructions, and procedures that implement statutory requirements and established policies.
Analyze and comment on proposed legislation, regulations, and other issuances that bear on the mission of the office.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
Developing or modifying regulations, notices, policies, guidance or instructions that implement statutory requirements for the Community Development Block Grant Program (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program or the Neighborhood Stabilization Program); AND
Demonstrating experience managing projects, teams or other assignments.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
