The primary purpose is to perform a variety of clerical and administrative duties for the Associate Director, East Bay Division. The employee will provide assistance to all Services under the Associate Director's purview. This position is the principal assistant to the Associate Director and operates independently of any other such position in the office.
Duties
The secretary has extensive responsibility for coordinating work within and outside of the organization, where procedures and administrative controls are equivalent to those typical of a large organization with multiple, complex sub-organizations.
Major Duties include:
Plans and coordinates his/her work of the office, resolving problems through such duties as ensuring the smooth flow of correspondence, arranging conference, and following up to ensure that required actions are completed.
Provides guidance to Service Secretaries and administrative personnel and plans and coordinates the work of the office. distributes work. ensures the acceptability of both the quantity and quality of work performed.
Receives visitors and telephone calls to the office, determines the nature of requests and directs callers to appropriate staff. or personally providing the information desired when routine or procedural matters of the office are involved.
Responds to routine and non-technical requests for information such as status of reports, suspense dates for matters requiring compliance, and similar information readily available from files.
Making extensive travel arrangements, making complete arrangements for large conferences, composing complex but non-technical correspondence and researching and providing all background information and data, locating and assembling information for various reports, briefings, conferences, etc., following up with staff members to insure that various commitments made at conferences and meetings are met.
Designing and organizing filing for the Associate Director, planning and arranging the maintenance and preparation of information needed for reports, and organizing the flow of clerical processes in the office.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Proficiency Requirements

In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Typing speed requirement: **40 words per minute typing speed -Words per minute are based on a 5 minute sample with three or fewer errors.

GS-7 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developmental knowledge of administrative and management support duties, secretarial and clerical support duties? (This experience must be well documented in your resume or application package.)
GS-8 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the organizational functions and procedures of the work unit to perform such duties as distribute and control mail, refer phone calls and visitors, and provide general, non-technical information. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is normally sedentary, but includes some walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work. The work is performed in an office setting. The work area is adequately lighted, heated and ventilated.
