About the Position: Serve as a Supervisory Contract Specialist responsible for Army Contracting Command Contracting Operations Directorate who conducts the strategic planning and coordination with the Deputy Assistant Secretary of the Army for Procurement; US Assistant Secretary of the Army for Acquisition, Logistics, and Technology; the Office of the Under Secretary of Defense for AL&T; and other major Army commands to ensure synchronization of efforts.
Duties
Provide executive level policy formulation, planning, virtual contracting, management assessment, command metrics, expeditionary contracting, field support and direction of a comprehensive world-wide contracting program.
Develop and implement innovative strategies to build enhanced capabilities and focused customer partnerships.
Oversee Head of Contracting Activity review/compliance as well as the management/oversight of all contracting operation functions, the Command's strategic planning metrics, contracting operations, Procurement Management Reviews/contracting reviews.
Serve as the senior contracting advisor to the Army Contracting Command group.
Coordinate contracting support programs for Headquarters Department of the Army, Army Commands, Army Service Component Commands, Direct Reporting Units, other services, Defense Agencies and Office of the Secretary of Defense (OSD).
Interact daily with Senior Executive Services and General Officer level officials across Army Contracting Command, Army Materiel Command, Asst Secretary of the Army for Acquisition, Logistics and Technology and the Office of the Secretary of Defense.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain a Top Secret security clearance.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is a designated key position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of their organization. This position must be exempt from military recall to active duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.
- You must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years.
- This position is subject to random drug testing.
- You must be prepared to support the ACC Continuity of Operations (COOP) Program and OPLAN by moving to and operating from an emergency relocation facility as a member of one of the commands COOP Support Teams.

Basic Education Requirement for 1102 Series:
Degree: A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Managing acquisitions which involve the use of negotiation methods and result in contracts of all types authorized by law and regulations; 2) Experience providing authoritative interpretation and evaluation of acquisition and procurement/contracting policies; 3) Experience leading or participating in high level command meetings or other peer reviews; and 4) Performing the full range of technical and administrative supervisory duties.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
