The Justice Management Division, Procurement Services Staff, Acquisition Management Group is seeking to hire a Contract Specialist to award and administer complex, high dollar value, and mission-essential contracts on behalf of DOJ Offices, Boards and Divisions (OBDs). The OBDs include all of the major litigating divisions, the international offices of the Criminal Divisions, U.S. Attorney Offices, Immigration Courts nationwide and the Justice Management Division staff offices.

The duties and responsibilities for a Contract Specialist generally include, but are not limited to, the following:
Monitor contract performance to ensure conformance with contract terms and conditions.
Determine pre-negotiation position and preparing for negotiations or discussion by reviewing audit and technical reports.
Perform pre-award contract activities (e.g. market research, solicitation for competitive bids, reviewing justification for sole source, evaluation of offers, evaluating sealed bids and awarding contract to responsible bidder) to support procurement program goals and objectives.
Provide technical advice on contracting matters.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or trial period.
- Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

Qualifications
To qualify for the position of Contract Specialist, (GS-1102-9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
BASIC QUALIFICATIONS:
A. A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
B.At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
AND
Specialized Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service, which includes: Performing all aspects of contracting administration functions cradle-to-grave.
OR
Education: Master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two (2) academic years of progressively higher-level graduate education leading to such a degree.
OR
Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for the GS-9. Only graduate education in excess of the first year may be used to qualify.
Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service, which includes: Performing pore-award or post award contractual functions; AND Utilizing Federal Acquisitions Regulations for formulating contracting approaches, proper structure of solicitations and contracts, and negotiated procurements.
OR
Education: A Ph.D. or equivalent degree or three (3) academic years of progressively higher-level graduate education leading to such a degree or an LL.M. if related.
OR
Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-11. Only graduate education in excess of the first two years may be used to qualify.
Specialized Experience: For the GS-12, you must have one year of specialized experience at the GS-11 grade level or equivalent pay band in the Federal Service, which includes: Procuring a wide variety of products or services requiring modification of standard contracting procedures; Performing price/cost analysis functions to determine price reasonableness; AND Assisting with developing pre-negotiation positions.
Mandatory Training defined as: The training curriculum required for this position is completion of FAC-C (Professional) mandatory courses. Applicants must be able to obtain a FAC-C (Professional) certification within 12 months of onboarding.
