This Program Analyst position is organizationally aligned to the Office of the Business Development at the Jesse Brown VA Medical Center, Chicago, IL and provides administrative and management related support by analyzing, evaluating, advising, and/or conducting administrative processes and activities. RELOCATION/RECRUITMENT MAY BE AUTHORIZED TO A HIGHLY QUALIFIED CANDIDATE.

Duties

The incumbent serves in a developmental capacity at the GS-9 grade level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level Duties at the Full Performance Level GS-11: Duties include: Data Collection/Analysis: -Collects, compiles, and tracks data and statistical information from various sources. -Researches, compiles, and analyzes large amounts of raw information, find patterns, analyze trends, and recommends and summarizes information. -Collaborates in the formulation of an action plan with the project team to ensure that the issue is properly analyzed to implement impact findings and policy recommendations. -Provides identifying and developing detailed data on eligibility, demographic data, geographic data, insurance coverage, employment status, income, service connections, history with the VA healthcare, etc. -Performs data manipulation, visualization, and interpretation for presentation to a variety of audiences within the facility including Senior Leadership. -Assists in the planning, review, and reporting of data and statistical results on initiates. -Performs analysis of data and determines the appropriate analytical tools generating a variety of reports. -Develops and maintains databases that will allow review of follow-up activity and will provide numerous types of reporting. -Develops reports to extract data for recurring analysis reports, prepares documentation related to assigned projects using various computer programs, including databases, spreadsheets, data visualization (tables, graphs, figures, charts, etc.), and integrated systems. Program Support: -Provides cross functional support within the Office of Business Development service. -Works with the Strategic Planner in providing data support for the facility's strategic and facility plans. -Provides data support and market analysis to the Urban Market and Suburban/Rural Market Growth Coordinators in support of their outreach efforts in both the Urban and Suburban/Rural segments. -Provides specific market research or data analysis in certain geographic areas as requested which is needed for determination of expansion of services at CBOC's or at the medical center. -Plans and conducts studies, analyzing findings, and making recommendations on potential areas for growth, e.g., creation of new services or expansion of existing services. -Prepares reports and presents briefings to Business Development Office staff. -Provides support to the Marketing and Public Affairs in their branding and communications activities. -Collaborates with other business and planning activities within VISN 12 and the VHA. -Performs related duties as assigned Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM. Qualifications

To qualify for this position, facility applicants must meet all requirements by the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Program Analyst and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-7). Examples of specialized experience include (but are not limited to): Experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to plan and conduct factual studies and analyses concerning the efficiency and effectiveness of medical facility health care operations/programs; basic knowledge of quantitative and qualitative analysis methods and techniques in aggregation analyzing, and presenting data; knowledge of data mining and database management; knowledge of the computer system for entry and retrieval of data; working knowledge of work processes and administrative operations; skill in the use of computer equipment with a variety of software applications including the ability to produce documents and reports containing tables and/or graphs and extract data from a variety of sources; and demonstration of skill in communication and interpersonal relations both orally and in writing providing clear and concise communication. --OR-- Substitution of Education for Experience GS-9: Master's or equivalent graduate degree, or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree, or LL. B or J.D., if related to the Program Analyst position, and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university, may be substituted to qualify for this grade 9, Program Analyst position. Transcripts Required. --OR-- Combination Education and Specialized Experience GS-9: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. Transcripts Required. Specialized Experience GS 11: You must possess one (1) full year of experience equivalent to the GS-9 level in Federal service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience for this position would include: Comprehensive knowledge of quantitative and qualitative analysis methods and techniques in aggregation, analyzing, and presenting data; knowledge of data mining and database management; working knowledge concerning sources of data internal to the VA; advanced knowledge of Microsoft, Power Point, Excel, and mapping skills; general knowledge of basic marketing skills; general knowledge of VA eligibility rules and criteria; knowledge of oral and written techniques sufficient to develop and present formal briefings, outreach materials, statistical data, and reports; knowledge of medical center programs and services sufficient for analyzing data relevant to eligibility to advise management on the implications for planning and outreach purposes; skill to evaluate and analyze processes and procedures with multiple variables; knowledge and skill to locate, extract, interpret and generate reports and management data by using various software applications and databases; and skill to communicate effectively with a wide variety of professional and non-professional individuals to facilitate a liaison between services, promote smooth and efficient workflow, resolve issues, and promote good relationships. --OR-- Substitution of Education for Experience GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade 11, Program Analyst position. Transcripts Required. --OR- Combination of Experience and Education GS-11: Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Program Analyst position, which may be used to meet the experience requirements for this GS-11 position. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. Slight physical effort may be required. The position may require travel (primarily within the facility geographic area) involving day trips, with occasional overnight trips. Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office. The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings. The work area is adequately lighted, heated, and ventilated. May require occasional travel - using commercial vehicles such as panes, trains, buses, or automobiles.
