The primary purpose of this position is to is to act, as delegated by the Commander at a large installation, in the administration of the authority to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect of the related personnel and position transactions.
Duties
Exercises technical and administrative supervisory personnel management responsibilities for 25% or more of the time.
Administers and manages the NAF personnel programs.
Performs and advises on classification and position management for Non-Appropriated Fund (NAF) positions encompassing crafts and trades, clerical, administrative, technical and some professional work.
Oversees and performs work involving the administration of the Non-Appropriated Fund (NAF) Affirmative Employment Program.
Advises and assists Non-Appropriated Fund (NAF) supervisors, managers, and employees in employee relations programs.
Conducts and oversees Non-Appropriated Fund (NAF) employee development and training.
Assures the integrity of the Non-Appropriated Fund (NAF) personnel data system (NAF-PS).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Group Coverage Standards.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience planning, coordinating and evaluating a variety of human resources services covering Non-Appropriated Fund (NAF) personnel management programs. Providing program support in labor and employee relations, staffing, position management, classification, and employee development. Performing analysis and making recommendations to resolve Human Resource issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Advanced knowledge of regulations, policies, practices, and procedures covering Non-Appropriated Fund (NAF) personnel management programs involving classification and position management, recruitment and staffing, employee-management relations, and employee development and training to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to Non-Appropriated Fund (NAF) personnel.
2. Advanced knowledge of laws, principles, and regulations relating to equal employment opportunity and labor relations issues in order to discern what is required and serve as a liaison between Non-Appropriated Fund (NAF) management and local subject matter experts.
3. Knowledge of automated personnel data systems to ensure accuracy and timeliness in processing of Non-Appropriated Fund (NAF) personnel actions and generate automated products documents.
4. Skill in written and oral communications to disseminate guidance, letters, bulletins, etc., on personnel issues and programs; conducts briefings; and present issues and recommendations.
5. Ability to maintain good working relationships and gain support for personnel program goals.
6. Ability to utilize AoP initiatives and concepts to manage and supervise a human resources office.
7. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
8. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit.
9. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
