THIS IS A TITLE 32 EXCEPTED SERVICE POSITION. This position is for a GS-0080-12 SECURITY SPECIALIST (PROTECTION) (TITLE 32), PD D1164P01 in SPMD 1422 and is part of the MO HQ Missouri Air National Guard, J3/5/7 Branch. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Duties

Serves as a headquarters authority and expert on matters involving force protection (FP and anti-terrorism (AT) requirements, policy, procedures, and program status. Serves as the conduit of information between the intelligence community and local state and federal law enforcement. Serves as the focal point to coordinate, de-conflict, and integrate various force protection staff initiatives, policies, and activities within the organization. Serves as consultant to the higher echelon and unit commanders on force protection. Conducts intelligence integration and information operations to assess potential threat and creates the organization?s FP/AT program. Prepares FP/AT plans, templates and planning tools for subordinate units, writes comprehensive anti-terrorism plans considering Weapons of Mass Destruction. Directs the use of Random Anti-terrorism Measures to protect personnel, installations and Geographically Separated Units (GSUs). Conducts anti-terrorism resource management to prioritize and generate protective measure requirements and Combating Terrorism Readiness Initiative Fund submissions. Reviews practices and activities to ensure compliance with directives and integration with other security and related programs. Provides recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation-level decision-making and policy development. Manages and serves as the approval authority for the installation Core Vulnerability Assessment Management Program (CVAMP) database. Conducts the vulnerability assessment or other force protection surveys to identify specific vulnerabilities of an installation. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Reviews classified information and determines what information constitutes law enforcement sensitive information. Implements, oversees, and centralizes control of overall coordinated anti-terrorism and force protection program for the organization. Interprets broad, non- specific higher headquarters directives for the organization?s applicability and implementation. On a regular basis, accomplishes assignments requiring application of new concepts and theories to security problems not susceptible to treatment by accepted security measures or procedures. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the organization in relationship to anti-terrorism and force protection activities. Determines, formulates, coordinates, and implements specific guidance and actions to correct security deficiencies, overcome vague or competing requirements, promote the growth of sound security procedures, and justify major fiscal expenditures. Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must successfully complete the military approved Level II Anti-terrorism Training Course within first 90 days of appointment to the applicable position description.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be placed into an Indefinite appointment.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - Officer - Lt Col (O-5) Minimum Military Grade - Officer - Capt (O-3) Officer - AFSC 14NX or 31PX Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations and procedures; skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; assess body language and perceive immediate risk levels; and apply procedures and directives by reading and interpreting technical material. GS-12 SPECIALIZED EXPERIENCE: Must possess at least 36 months of specialized experience in the security career field or intelligence career field that demonstrates your ability to serve as a force protection security specialist for anti-terrorism and related physical and operational security programs' policies; review, analyze, and assess law enforcement sensitive information; manage assigned program areas; direct studies and reviews; and revise and implement force protection policies and projects. The specialized experience must also indicate you are knowledgeable in security program specialties to include physical, personnel, and operational security; correctly identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area; experience in the specialized field of force protection and anti-terrorism, and physical and operations security; knowledgeable of law enforcement and security policy requirements and procedures; possess communication skills to develop organizational working relationships and able to manage program segments with diverse military, civilian, professional, and technical populations; capable and skilled to provide recommendations for making key decisions and policy development on short and long term security planning; and competent on a broad range of security program relationships, as well as, has significant experiences in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security.

Education

Officer - An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
