This position will serve as an Administrative Officer with the Physical Medicine and Rehabilitation Service Department within the Cheyenne Veterans Affairs Medical Center in Cheyenne, Wyoming.
Duties
Duties include, but are not limited to:
Gathers, compiles, analyzes, and tracks workload and other data for narrative, statistical and comprehensive reports.
Serves as a liaison with Human Resources Service on personnel issues regarding Title 5 and hybrid Title 38 employees including employee relations and recruitment.
Serves as the technical expert regarding operational problems and personnel administrative issues.
Reviews requests and is an approving official for supplies, equipment, services, and purchase cards to ensure program needs are met.
Participates in the development and implementation of both long and short- range goals and in formulating strategy to achieve these goals.
Coordinates the preparation and submission of recurring monthly, quarterly and annual reports, management briefings and a wide variety of non-recurring reports.
Assures the availability of funds and monitors the number of hours worked by each student to assure funding levels are not exceeded.
Conducts audits to assure appropriate supporting documentation is maintained, monitors the activity of the cardholders and approves reconciled orders.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday, 7:30am-4pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07; for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09 Grade Determination:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the next lower grade in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes, but is not limited to: advising and/or coordinating administrative policies, programs, and operations; implementing administrative actions to include: budget, fiscal management, program development, and human resources. OR
Education: You must have master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education stated above.
GS-11 Grade Determination:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the next lower grade in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund, control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions.. OR
Education: You must have a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of work, however there is periodic walking to and from the Research building to the main hospital, within the research building, standing, bending; carrying of light items such as files, policy and committee meeting binders, books, etc. No special physical demands are required to perform the work.
