This position serves as the Class Manager, and is responsible for all aspects of the day-to-day operations of the new examiner training programs in the Patent Training Academy (PTA)
Duties
While serving as Class Manager, you will perform the following functions:
Oversees the level f quality of examination processing activities and implements plans to maintain and enhance the quality of the examination product and processes.
Analyzes all wrk product reviews from internal and external sources and ensures feedback is provided for all SPE/trainers and examiners supervised and ensures that appropriate training of examiners is completed for sustainment of a highly competent examination workforce.
Manages examiner Personnel actions:
Including monitoring communication between Trainers and home SPEs on progress of examiners, participates in meetings with Trainers and home SPEs, when necessary.
Develps and implements continuous improvement efforts in area of identified deficiencies to improve the quality of the examination products and processes in alignment with the Strategic Plan
Monitors examiner performance in assigned classes:
Coordinates examiner evaluations
Analyze PTA performance metrics.
Maintains a working knowledge of current patent law, rules, practices and procedures.
Provides feedback and assists with the development and improvement of training materials and ensure they are delivered effectively.
Provides assistance to Academy Curriculum as needed, e.g.
Participates in course design by providing input and/or feedback from examiners, trainers and lecturers.
Provides lectures as needed.
Managing and coordinating training projects and programs
Provides management support for the Academy in the operations of the Patent Training Academy.
Attends and participates in all scheduled meetings with the Patent Training Academy
Performs management duties for two-year temporary SPE trainers and second line manager for new examiners.
Motivates and mentors Trainers, resolves issues (if any) between examiners and trainers.
Assists in Training new Trainers and Training Assistants
Produce detail-oriented work with a high level of accuracy.

Qualifications
Must have experience as a GS-15 Patent Operations Manager
- Experience performing and managing or directing work in an Intellectual Property environment
- An official letter/certificate from the USPTO verifying that you have completed the Patent Law and Evidence (PLE) course or have passed the Patent Manager Candidate Examination, the certification examination, the most recent Recertification or the agent's examination (excludes TC 2900).
- Must have full signatory authority.
All Patent Examining Management Professionals at the GS-15 level who have Full Signatory Authority with at least a Fully Successful rating of record.
