This position is in the Office of Field Operations (OFO), Military Records Research Center (out based duties at a) National Archives and Records Administration (NARA) DC and MD locations and the National History and Heritage Command (NHHC), Washington, DC, and b) the Air Force Historical Research Agency (AFHRA) Maxwell, AFB, and c) the United States Special Operations Command (SOCOM) at MacDill AFB, FL, and reports to the Supervisory Program Analyst (Classified Research Operations, Chief), OFO.
Duties
Serve as a subject matter expert on the Classified research operations team.
Administer day-to-day activities related to the development of military records research to reconstruct events of units and individuals who participated in hazardous and dangerous operations, including those that are classified and sensitive.
Review military unit records, and other documents to assist the Military Records Research Center in verifying stressor and exposure incidents to assist VBA in the development of disability compensation claims.
Coordinate between military service departments and other key research agencies such as Department of the Army, Office of Unit Records Research (OURR), United States Coast Guard, United States Marine Corps, and for Department of Defense (DoD).
Support internal coordination and VBA program initiatives, projects, and policy changes related to VBA military records research and supporting disability claims processing.
Analyze management techniques, workflow, processes, and styles for improving organizational effectiveness through liaison coordination activities.

Specialized Experience:
GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) researching, interpreting and applying broad guidelines and principles in the execution of duties and responsibilities; (2) applying organization policies and regulations to conduct detailed analysis of complex issues; (3) keeping abreast of current developments and needs of an organization, making suggestions to improve effectiveness and efficiency; and (4) performing research and analysis for the purpose of reconstructing activities and events, some of which are of a classified or sensitive nature, to facilitate claims adjudication or similar work.

Applicants may substitute education for experience at grade GS-11.
A Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a degree may be substituted for experience at the GS-11 grade level. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. Applicants may combine education and experience to qualify for grade GS-11.
If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade level. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.
GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) diagnosing problems within an organization and implementing plans to make improvements and/or changes; (2) preparing large amounts of narrative and statistical data in relation to processing disability compensation claims; and (3) interpreting policy, regulations, and legislation affecting the conduct of disability compensation programs.
There is no substitution for education at the GS-12 grade level.
