The Research Division conducts qualitative and quantitative research to assist the federal judiciary, including the Judicial Conference of the United States. The division's work examines how current federal court policies, practices, and procedures are operating and the potential effects that changes in those activities might have on the administration of justice. It also produces resources for judges and the judiciary on legal developments, case management, and other topics.
Duties
The Data Resources Specialist will contribute to the design, conduct, and reporting of social scientific research on court polices, practices, and procedures in the federal appellate, district, and bankruptcy courts. The Data Resources Specialist works with a great deal of independence under the direction and guidance of the Data Operations Manager, the Research Division Director, and research project directors. Duties include:
Assisting and performing data-related research tasks for research projects, including but not limited to operational aspects of developing, organizing, accessing, processing, and analyzing datasets using programming languages to include SQL and Python, applications such as Access, Filemaker, and Excel, and a range of statistical software packages.
Consulting with project teams, and providing direct project assistance regarding database development, maintenance, transformation, and analysis.
Maintaining and supervising the on-going maintenance of the Research Division's Integrated Data Base (IDB), including staff and other requests for IDB data extractions, primarily using SAS.
Assisting with the access, download, parsing, and search of data from access-limited databases of the federal courts, when required and authorized, using SQL, Python, and other software.
Performs other duties as assigned by the Data Operations Manager and Research Division Director, or at the incumbent's initiative.
Qualifications
MANDATORY QUALIFICATIONS:
A degree in a computer or information management-related field and three years of work experience with large databases performing a full range of data management tasks such as processing raw data, data cleaning, consistency checking, and data manipulation.
Experience with Unix and Linus.
Programming skills using SQL and Python.
Experience with statistical analysis programs such as SAS, SPSS, STATA, and R.
Experience with Excel, including Excel macros.
Experience with data collection and dataset creation applications such as Filemaker and Microsoft Access.
Experience with data visualization techniques and software programs such as Tableau.
Excellent oral and written communication skills.
Excellent interpersonal and teamwork skills.
DESIRABLE QUALIFICATIONS:
Knowledge of federal court case management/electronic filing system and underlying data structure, as well as data maintained by the AOUSC.
Experience with online legal databases like PACER, LexisAdvance, and WestlawNext.
Experience working with federal or state court data.
Work-related experience in support of an empirical research team conducting quantitative policy-oriented or law-related research on administration of justice issues.
Education
