This positions serves as the Regional EEO Director, located in the Office of the Area Director, Phoenix Area (PAO) IHS, Office of Equal Employment Opportunity and Civil Rights (EEO/CR). The incumbent is primarily responsible for the day-to-day management of the Regional IHS EEO discrimination and complaint processing program and Affirmative Employment Program (AEP). The Region is comprised of the Phoenix and Tucson Area Offices.
Duties
EEO Supervisory Duties & EEO Process Performance:
Serves as the EEO Director, including Complaints and Adjudication Manager specifically responsible for management and direction of the Regional EEO complaints program and review of actions originating under the civil rights statutes and executive orders. In this capacity, the incumbent is expected by higher-level management to provide an outstanding level of positive management consultative services.
In managing the complete complaints processing and adjudication program, the incumbent exercises broad responsibilities, which include the setting of program goals, making program plans of both a long-term and short-term nature, directing day-to-day operations, evaluating progress systematically, and recommending resource application and program organization.
Formulates and implements operating policies and procedures, plans program goals, and directs the formal complaints program to ensure that all formal complaints of alleged discrimination are processed and adjudicated in a prompt, fair, and regulatory valid manner. Responsible for legal determinations of whether new formal complaints comply with regulatory requirements for acceptance or dismissal, as interpreted by the EEOC and Federal courts.
Responsible for the legal research, by means of available legal reference services, necessary to keep abreast of revisions in applicable laws, regulations, and administrative and judicial decisions. Manages and performs the EEO complaint process including pre-complaint counseling and formal complaint process. Incumbent oversees the EEO traditional counseling, formal alternative dispute resolution program, mediation, precomplaint counseling, formal complaint process, accept/reject formal EEO complaints, assignment of investigators, development of investigation reports, and provides notifications and coordination of EEOC Administrative Judge processes.
Affirmative Employment: Develops, coordinates, reviews, and evaluates Federal EEO Affirmative employment programs, in the regions:
Identifies barriers to equal employment opportunity for all minorities within the region and recommends changes in management policies and practices to eliminate those barriers to enhance employment opportunities for minorities, with special emphasis on Indian Preference.
Serves as liaison between the agency and organizations promoting equal opportunity.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-0260-14:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Management experience in developing, administering, evaluating complex equal employment opportunity programs; ensuring EEO compliance, processing EEO complaints and providing consulting services to management that required knowledge of advanced EEO regulations, principles and Human Resources Administration.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
