These positions are located in the Arizona State Office and the New Mexico State Office, on the Equal Employment Opportunity (EEO) staff.
The advertised salary range is from the 2023 Pay Table for the "Rest of the United States". The salary will be adjusted based on the Selectee's duty location.
Phoenix Pay Range: $ 86,343- $ 112,246
Albuquerque/Santa Fe Pay Range: $83,634- $108,724

Duties
Participates with the EEO Manager in planning, administering and evaluating overall EEO and civil rights policies, practices, and programs to ensure nondiscrimination in employment and in Bureau assisted and conducted programs.
Serves as a resource specialist in equal employment opportunity laws, regulations, and procedures with substantive knowledge of the Federal EEO programs.
Conducts evaluation of overall programs and practices from the standpoint of compliance, effectiveness, and need for revisions in policies and procedures, and develops recommendations for changes.
Collects, evaluates, and analyzes statistical data on the status of the BLM workforce and makes information available to management for use in developing outreach and recruitment strategies to increase the representation of women, minorities, and individuals with disabilities in the workforce.
Generates affirmative employment, diversity and EEOC reports in accordance with agency requirements and procedures. Analyzes a wide variety of statistical data relative to employment using all available information technology to extract and present results in various formats.
Assists in the development of brochures, handbooks, training modules, briefings and procedures for facilitating management and employee understanding of equal employment opportunity and for conducting EEO management evaluations, civil rights compliance and preliminary inquiries of program discrimination complaints.
Develops and recommends new or revised procedures to increase efficiency in areas of responsibility.
Interacts with internal and external organizations, individuals, and members of underserved groups, educational institutions, State and local government officials as required to provide employment and EEO program information and to secure assistance and cooperation in the implementation of BLM recruitment, applicant and employment initiatives.
Assists the EEO Manager in developing and providing outreach services to members of groups underrepresented in the BLM workforce. Helps management implement accountability for effective affirmative employment programs.

Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Applying current federal civil rights laws, regulations, policies and procedures to a variety of complex workplace matters; (2) Performing the full range of duties as an Equal Employment Opportunity Counselor; (3) Compiling, analyzing, depicting, and explaining workforce demographic data; (4) Advising management about complex Equal Employment Opportunity related matters and recommending ways to address them; (5) Consulting with managers, employees, and others, to identify problems and negotiate solutions to sensitive and contested issues; (6) Conducting barrier analyses to identify and remove possible barriers to being hired for members of underrepresented groups.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
