Duties

As a Human Resources Specialist, at the full performance level, you will perform the following duties: Applying a wide range of human resources management concepts, law, policies, and practices providing guidance and assistance to leadership and SES employees in the development and administration of leader development programs. Providing management and administrative support to internal and external stakeholders on leader development training program responsibilities, timelines, risks, milestones, and objectives to ensure timely deliverables. Determining standard operating processes for leader development training program scheduling and communication plans and correcting or resolving issues in delivering training goals and objectives. Coordinating and maintaining support controls to facilitate efficient operation of leader development training programs, including oversight of, and providing feedback on program participant registration and advising, monitoring, and tracking program participation. Providing developmental support and facilitation to program participants towards achieving their objectives and tracking progress. Creating, updating, and producing accurate data to support succession planning and training efforts. Participating in and making contributions to management decisions. Developing and delivering briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Providing general information on the procedural and regulatory requirements governing executive services processes; Resolving routine problems with an emphasis on quality customer service; and Researching, interpreting, and adapting human resource regulations and polices. OR Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or two full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge , skills, and abilities necessary to do the work. OR Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-11 grade level if you possess one (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Advising management and employees on the procedural and regulatory requirements governing human resources processes; Resolving moderately complex issues related to a human resources specialty area; AND Ensuring compliance with applicable regulations and procedures such as OPM's Guide to Processing Personnel Actions, Qualifications Standards, CSRS and FERS Handbook, and Position Classification Standards. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Analyzing the effects of changes in human resources law and regulations; Assessing human resources issues and offering suggestions to improve effectiveness and efficiency; Identifying ways to improve and enhance human resources services to meet organizational objectives; AND Developing detailed procedures and guidelines to supplement existing guidance. You will receive credit for all qualifying experience, including volunteer experience.
