This position is located within the Office of Public Affairs and Strategic Communications (PASC), Bureau of Educational and Cultural Affairs (ECA), Department of State (DoS).  The incumbent serves as the Bureau's Director of Digital Communications, supervising the Digital Communications Branch, and as chief digital communications specialist overseeing ECA's online outreach and communications, websites, social media, and multimedia. 

Duties

Manages ECA's digital communications through oversight of daily operations and the design, development, and maintenance of websites, web content and social media strategy. Plans and oversees a wide range of digital communications activities including daily website operations, day-to-day technical and publishing operations, functional and technical improvements to the websites and social media accounts. Leads Bureau social media operations by overseeing governance over content production and technical aspects of the Bureau's dedicated social media platform, ensuring that the Bureau keeps pace with all new developments in social media. Oversees all aspects of the Bureau's website program and project management including, planning, development, analysis, and performance management and monitoring. Plans and assigns work to be accomplished by employees and sets priorities for subordinates based upon workload and abilities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and maintaining a wide range of digital communications products. Experience developing social media content and managing social media accounts. Experience managing web program and website projects which may have included planning, development, analysis, performance management and/or monitoring. Experience creating basic press materials, such as press releases, biographies, etc. Experience actively pitching for broadcast appearances and speaking engagements, handling the necessary logistics, managing preparations and research, and conducting follow-up. Experience monitoring day-to-day public relations (PR) activities and providing analysis of activity over longer time periods. There is no substitute of education for specialized experience for the GS-14 position.In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
