About the Position: As Administrative Officer, provides administrative support to the Area/Resident office. Is responsible for performing administrative activities of the Area/Resident Office and functioning as a team leader.
Duties
Obtains data concerning workload, funding needs, manpower requirements, justification, and work schedules for supervisor.
Verifies the accuracy and adequacy of budget amounts and justification data within the CEFMS program for proper obligation and account balances to be charged to appropriate funds and meet the approval requirements and regulation criteria.
Reports and/or corrects variations in obligations and expenditures which are not within programmed amounts.
Advises and assists the Area/Resident Engineer on personnel matters to include hiring, debts, retirement, insurance, grievances, appeals, pay, leave, schedules, assignments, incentive awards, safety, training, career and personal counseling, etc...
Monitors and advises on procurement of supplies, materials, equipment, and services.
Ensures purchase and commitments, requisitions, open-market purchases and the preparation of specifications to obtain bids for cleaning and other misc. contracts are performed in compliance with regulations.
Conducts inventories of Area/Resident Office nonexpendable property and coordinates inventories of project nonexpendable real property.
Ensures all Time and Attendance Reports are properly prepared and submitted in a timely fashion. Examines and monitors contractor payrolls (prime and subcontractors).
Arranges for accommodations of visiting dignitaries.
Exercises team leader responsibility over assigned clerical employees, ensuring priorities are met.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training.
- One year trial/probationary period may be required.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07).
Specialized experience is defined as:
1. Experience advising/assisting management in the areas budget, civilian personnel management, training and timekeeping.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
