The incumbent performs as a staff resource and assistant to the Associate Director for Patient Care Services (ADPCS), at the Fargo VA Health Care System (HCS) and has the primary responsibility for the management of all administrative programs and reporting systems essential for the function of Nursing, Supply Processing Services and Chaplaincy across the HCS continuum.
Duties
Duties for this position include but are not limited to:
responsible for planning, organizing, evaluating, coordinating, and implementing the complex administrative activities of the Associate Director for Patient Care Services
evaluates the activities of the ADPCS to provide technical expertise in the field of health care planning and administration.
serves as the primary source to the ADPCS for generating correspondence regarding Patient Experience at the Fargo VA HCS.
conducts background research and assists in the development of management briefings, functional reviews, workload reports, and other reports required by HCS leadership.
develops proposals, as well as evaluates outcomes, for cooperative programs with other services and institutions, developing and coordinating new initiatives for the ADPCS in the areas of complimentary and integrative health services and Patient Experience
serves as a resource person and acts administratively for the ADPCS.
provides necessary briefings on ADPCS management issues and concerns.
responsible for the preparation and timely submission of periodic reports submitted to all levels of the VA.
develops and/or maintains proficiency and supports administrative activities with various computer applications, including spreadsheets, databases, word processing, graphic generation, and desktop publishing programs.
serves as liaison to the HCS quality resources and implements, monitors, and manages performance improvement and performance management initiatives for the ADPCS.
maintains an awareness of available resources and makes recommendations to HCS leadership regarding resource needs and the distribution of these resources, gathers and analyzes budget needs of services and supervises all phases of budgeting within administrative requirements, maintains full authority for fund control points and travel budget
analyzes staffing patterns and advises the ADPCS, ACNS and Service Chiefs in recruitment needs within the organization
prepares logistical studies which are directed at determining the most effective utilization of space, staff, supplies and equipment, etc. Has direct responsibility for seeking and finding practical solutions to problems and appropriate, pragmatic strategies for addressing short and long-term problems
oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards and evaluates work performance of subordinates.
Work Schedule: Monday- Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and evaluating data to improve work processes; Leading a team to complete projects in support of heath care programs; Reviewing operating expenses to assist in the development of budget and/or reports; Coordinating meetings with diverse audiences; Interpreting health care policies and regulations to implement administrative procedures. (This experience must be well documented in your resume or application package) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position... OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.
