This position serves as a full-time Program Manager and Supervisor of the Community Care (CC) Department within the Community Care Service Line for the medical center. The primary purpose of the CC Program is to ensure continuity of medical care to Veterans when the VA is not able to provide the care due to limited access or unavailability of services, or other qualifying criteria as identified by Congress.

Duties

The Supervisory Program Specialist works as a senior manager in the Community Care Service Line with direct accountability to the Community Care Service Line Manager. As a member of higher-level management, the incumbent is responsible for a wide variety of functions related to CC and other contract services, as well as the Community Care Network. Functions include financial analysis, programmatic and supervisory oversight of the CC Department, provider contract development and contract maintenance, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts. Major duties: Provides direction and oversight in the day-to-day operations of the Community Care department. Oversees all aspects of Community Care budgeting, development and maintenance of reporting mechanisms monitoring Community Care expenditures. Assures monitors are in place and that consults are acted upon and completed in a timely manner. Develops and maintains provider contracts pertaining to Non-VA Care. Evaluates proposals, develops on-going cost/benefit analyses of contracts, manages extensive information systems, and researches alternatives leading to medical center financial savings. Develops and maintains new and existing sources of information in order to monitor contract information and Community Care's expenditures, projections, and budget. Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the medical center, such as budget analysis, projecting and forecasting, operational and staffing analyses, contracting and provider relations. Reviews financial, costing, and managerial reports for accuracy and adequacy. Participates in committees such as Access Committee and others as they relate to the position. Provides briefings at the Director's Morning Report providing the status of access across the facility, identifying shortfalls and areas requiring improvement. Performs supervisory responsibilities for subordinate staff such as directing work, setting priorities, evaluating work performance, and providing advice, counsel or instruction on both work and administrative matters. Performs other related duties as assigned. Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Program Specialist, and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-7). Examples of specialized experience include (but are not limited to): Experience in staffing utilization to the extent that useful reports and/or studies can be generated to support existing cost and financial data; wide knowledge of medical center administrative principles, theories and practices of management and organization, including administrative practices and procedures common to a medical organization; proficiency in the use of personal computers and computer systems; skill in word processing, spreadsheet, and database programs; experience in interfacing with individuals at all levels of a medical facility including clinical and administrative services and to represent the organization effectively to outside groups, survey teams, etc.; demonstrated professionalism, efficiency, and superb customer service standards; and skill in communication and interpersonal relations both orally and in writing providing clear and concise communication. --OR-- Substitution of Education for Specialized Experience: A master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and been obtained at an accredited college or university. TRANSCRIPTS REQUIRED. --OR-- Combining Specialized Experience and Education - Equivalent combinations of experience and education are qualifying for this position. TRANSCRIPTS REQUIRED. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; however, there will be some periods of walking, bending, lifting, reaching, pulling and carrying boxes of records as required. The incumbent is required to work on a computer for long periods of time, and extensive use of the telephone may be required. Working Environment: The work is performed in an office setting and atmosphere with adequate furniture, computer, lighting and other office equipment necessary to accomplish the job. The work involves everyday risks and discomforts that require normal safety precautions typical of this work. Due to the nature of the job, the employee is at risk for verbal abuse and may be exposed to agitated patients. Personnel and incoming telephone traffic activities are heavy and do not always provide for a quiet environment in scrutinizing medical records for information in conjunction with referrals or authorizations. This position is not eligible for telework.
