In this position, the incumbent serves in the primary role of Administrative Officer to the Chief of Emergency Medicine Service at the Central Texas Veterans Health Care System. The primary responsibility of the incumbent will be to support the Chief, Emergency Medicine in day-to-day operations of the Emergency Department.

Duties

Major duties include, but are not limited to: Analyzes the department's programs, functions and organizations to determine whether the management systems in current use efficiently and effectively accomplish objectives sought and whether they provide controls necessary for sound management. Prepares material designed to facilitate the conduct of management and work improvement methods and techniques to insure maximum utilization of manpower and effective control of costs. Prepares reports, briefings and recommendations for action and other communications on service line activities. Works with the Chief, Emergency Medicine to establish long and short term strategic planning process within the department that will consider and effectively integrate resource management planning. Develops internal review systems and taking corrective action to assure that administrative activities are in compliance with appropriate standards an applicable regulatory entities. Oversees the development of administrative, standard operating procedures and for the implementation of operating policy in all phases of administrative management. Reconciles conflicts between polices and program goals and serves as a management counselor for operating officials providing advice an assistance. Establishes procedures/processes to comply with accreditation requirements for all programs. Develops business plans to support the resource requests and program initiatives. Oversees all acquisition processes within the departments, including the establishment and administration of contracts and resources. Performs oversight and validation of quality assurance activities within the service line, emphasizing, but will not be limited to those areas related to increasing patient satisfaction and blending the delivery of good care/service with maximizing employee productivity. Keeps statistical data current and analyzes data from disparate sources to identify trends and deficiencies. Work Schedule: Monday - Friday; 7:30am - 4:00pm or 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops internal review systems and takes corrective action to assure that administrative activities are in compliance with appropriate standards and regulations; Collaborates with management of a department and other service leaders to design the administrative structure needed to support the implementation of any new program initiatives; Facilitates record maintenance that meets VHA and Joint Commission standards and the needs of the medical center and staff; Ensures Electronic medical record reflects and facilitates accurate documentation of all records; Responsible for a department's budget by forecasting, planning and allocation of resources, accounting and financial reporting; Ensures all financial related transactions, for all department Fund Control Points (FCPs) are properly managed, verified and certified in accordance with standards and policies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED) . You will be rated on the following Competencies for this position: Information Management Organizational Awareness Communications Budget Administration Performance Measurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and involves no special physical exertion. Travel will be required for meetings, trainings, etc. and sometimes required between both CTVHCS locations.
