As a Business Analyst with OPM, Human Capital Data Management and Modernization (HCDMM), Human Resources Management Quality Services Management Officer (QSMO) you will be responsible for leadership, direction, and management of key aspects of QSMO initiatives, and serve as a primary relationship manager to business leaders, managers, users, and other stakeholders of the HR QSMO.
Duties
Serve as technical advisor for assigned program activities, planning and/or directing complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions, and recommending appropriate action.
Provide expert advice to generate and implement new theories of program components to explore state-of-the-art in efficiency and effectiveness.
Coordinate technical elements of the project with related activities of other government agencies, promoting mutual cooperation.
Review project for technical feasibility and adherence with the agency's objectives and recommends actions on proposed contracts, in-house projects, or other similarly broad strategic initiatives.
Qualifications
Applicants must have at least one full year (52 weeks) of specialized experience at the GS-14 level (or equivalent) that includes all of the following:
Leading teams to develop and implement organizational performance improvements and/or new services
Analyzing data and applying techniques to better utilize data in furtherance of data-driven decision-making
Strategic planning to include translating complex non-technical requirements into technical specifications for the purpose of determining resource needs and utilization
Implementing strategic initiatives across organizational boundaries
Communication and presentation of data, orally and in writing to non-technical audiences including senior leadership.
