Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Housing Capital Improvements Specialist, you will:
Perform complex program management regulatory, and associated functions associated with the development and management of all aspects of the Capital Fund.
Serve as a Government Technical Monitor on contracts associated with the Capital Fund, develop and conduct basic training for HUD field staff, PHA staff, development partners and residents on programmatic matters; and provide advice and technical assistance.
Technically assist in the development and implementation of strategies related to nontraditional public private financing of public housing improvements, which includes development of proposed policies, procedures and conduct of reviews of evidentiaries and related loan documents for bank, bond or other financing schemes.
Communicate Capital Fund policies and procedures to HUD-Field Offices and PHAs, which include, but not be limited to, weekly conference calls, special satellite broadcasts or web based information dissemination.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. This experience is defined as:
- Providing advice and assistance to Headquarters and field staff on matters related to the implementation of the Capital Funds Programs. AND
- Contributing to the development of Capital Funds Programs related policies and procedures. AND
- Resolving programmatic problems and issues with Capital Fund Programs. AND
- Performing in-depth analyses of Capital Fund Program related issues and making recommendations to higher level management. AND
- Conducting training on technical matters related to Capital Funds Programs activities.
To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as:
- Providing advice and assistance to Headquarters and field staff on matters related to the implementation of the Capital Funds Programs. AND
- Contributing to the development of Capital Funds Programs related policies or procedures. AND
- Resolving programmatic problems and issues with Capital Fund Programs. AND
- Performing in-depth analyses of Capital Fund Program related issues and making recommendations to higher level management.
To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level. This experience is defined as:
- Providing advice and assistance to Headquarters and field staff on matters related to the Capital Funds Programs.; AND
- Contributing to the application of Capital Funds Programs related policies or procedures.; AND
- Performing in-depth analyses of Capital Fund Program related issues.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
