You will serve as a PROGRAM ANALYST in the Innovation, Technology Requirements and Test and Evaluation (OPNAV N94) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will identify DoD and DoN policies and procedures of concern that need improvement in order to get capability to the fleet faster and collaboratively develop changes and solutions that will be provided to executive leadership for approval.
You will coordinate with action officers and other stakeholders to support SECNAV Program Gate Reviews and other programmatic decision points.
You will Work with O-6/GS-15 program managers and staffs to coordinate development and implementation of Capability-Based Test and Evaluation (CBTE) processes that integrate T and E phases into a single T and E continuum.
You will determine, with SYSCOM and Service OTA support, the adequacy of T and E infrastructure and coordinate infrastructure investment required to support systems testing.
You will maintain strategic O-6/GS-15 and higher alliances and relationships with the various DoD and DoN organizations mentioned above, as well as DoN Operational Test Agencies, OSD and Joint Staff, as necessary.
You will support OPNAV Program Gate Reviews and other program decision points.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Demonstrating proficiency with DoD, DoN and Navy System Commands hardware and software acquisition, Test & Evaluation (T&E), and program management statutes, regulations, principles, practices, methods and techniques
2) Demonstrating proficiency of analytical study's methodology, DEVSECOPS principles and execution, AGILE software development success and cybersecurity.
3) Understanding and utilizing PEO Command, Control, Communications Computers and Intelligence (C4I), Defense Business System (DBS) and PEO Digital (DES) program, Program Offices and/or Program Executive Offices (PEO), planning, conducting and reporting on T&E of Major Capability Acquisition programs (ACAT), Mid-Tier Acquisition (MTA), and Software Path (SWP) DoD AAF C4I programs.
4) Writing Test and Evaluation Master Plans and sending for review and approval from Director of Test & Evaluation (DOT&E).
5) Identifying DoD and DoN policies and procedures of concern that need improvement in order to get capability to the fleet faster and collaboratively develop changes and solutions that will be provided to T&E executive leadership for approval
