The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment and Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement, affirmative employment, reduction-in-force, and related management employee advisory services for assigned organizations.
Duties
Prepare visual presentations that are clear concise, professional and effectively communicate the intended subject matter.
Give oral presentations such as briefings, training sessions, consultations, orientations, and discussions with managers, employees, and co-workers.
Interpret and apply Human Resource laws, regulations, concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
Receive and screens applications to determine possession of qualification requirements and eligibility restrictions, and rate and rank according to specified criteria.
Review a range of personnel actions for accuracy and regulatory compliance such as filling vacant positions and/or to career promote, reassign, document deployment or otherwise place employees.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to GS-11 level in federal service. Examples of specialized experience includes performing Human resources Affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques; advising management on sensitive or complex recruitment, placement and employment issues; and performing in depth research, gathering facts and using extensive and effective analytical and evaluative methods to accurately make decisions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
2. Knowledge of the provisions of a variety of public laws, Executive Orders, and Federal regulations regarding recruitment and placement and affirmative employment.
3. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and employment issues and problems.
4. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
5. Ability to sue the civilian personnel automated system to ensure timely processing of a variety of personnel actions.
6. Ability to express ideas and concepts and communicate effectively orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
