This position serves as a Property Manager in the Supply Chain Management Service of the VA Eastern Colorado Health Care System at Aurora, CO and supported catchment area with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas.

Duties

Major duties include but are not limited to: Ensuring equipment accountability and appropriately managed, assigned and monitored. Analyzing data impacting procurement decisions. Conducting market research on product pricing and performance. Researching and analyzing potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Initiating and reviewing reports for lost, damaged, or stolen property. Researching alternative sources for equipment procurement. Participating in facility strategic planning. Training and assisting on equipment acquisition, disposal, scanning, and tracking. Maintaining equipment inventory lists. Ensuring accuracy of all personnel property records and property documents. Managing and controlling all inventory transactions for non-expendable medical equipment requests and transactions. Maintaining inventory and control of non-expendable assets. Making recommendations to solve problems in delivering issues or in implementing policies. Managing the property management program and determining the means and methods to resolve issues and improve operations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must have an combination of specialized experience and education beyond a bachelor's degree and specialized experience, as described above, to meet the total requirements. Physical Requirements: Involves a mix of working in an office environment and working in a warehouse to assist in processing new equipment receipts and entering them into EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid, or unusually cold when involved in property inventories, disposal of equipment, and transferring equipment between serviced locations and recycling centers.
