The purpose of this position is to serve as the Chief of Total Supply Support and provides direct supervision to a group of employees performing at the GS-11 level and below. He/she provides administrative and technical supervision necessary for accomplishing the work of the unit. The incumbent has full authority and responsibility for the management of all supply chain operations.

Duties

Manages and directs through supervisors and leaders involved in accomplishing supply management, initiating requisitions, expediting acquisition and movement of supplies to primary and secondary inventory points required to support ECHCS operations. Review United States Code, VA Directives, VA Handbooks, Federal Acquisition Regulations, Information Letters, and/or national protocol, developing and implementing policy and standard operating procedures ensuring training is coordinated and completed. Co-chair of the Clinic Product Review Committee, reviewing requests for clinical and budgetary compliance submitting final recommendations for higher level approval. Ensures that services and supply information provided to customers is accurate and consistent plans and coordinates the work directed with that of external customers; provides training, advice, and guidance to subordinates and resolves differences among supervisors and others. Develop performance standards, writing position descriptions, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, and initiating disciplinary actions when necessary. Initiates recruitment actions, interviews and selects new employees. Obtains resources for continuing education of employees and determines their training needs. Listens and resolves complaints from employees. manages and supervises all commodity requests entries into the Electronic Contract Management System (eCMS) or whatever automated contract system is currently utilized. Subject matter expert and liaison in Logistics concerning the Generic Inventory Package (GIP), MedPDB, EzSave, Real Time Location System (RTLS) Cath Lab application, and point of use system currently used. member of the core team of the facility recall coordinators, he/she will communicate any alerts or recalls transmitted in the National Center for Patient Safety Database Performs other duties as assigned Work Schedule: Monday - Friday, 8:00am to 4:00pmpm Telework: Authorized-on a ad-hoc basis will discuss during interview. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan and schedule ongoing production-oriented work monthly, quarterly and on an annual basis, directs and assigns short and long term projects. Technical review, evaluation and approve justifications for additional/replacement of medical commodities, non-biological implants or re-usable medical equipment. Assist in the development of technical data, estimates, performance measure statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Surveillance of current processes, modify procedures and processes for continuous process improvement. Physical Requirements: The work is sedentary and is usually accomplished while seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings, conferences, rounding or while researching files. Items carried typically are light objects.
