This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
Position is located in the Office of Analysis for Strategic, Proliferation, and Military Issues, Bureau of Intelligence and Research (INR/SPM). The Military Forces & Technology Division (MFT) is responsible for the review and analysis of classified, unclassified, and open source materials.
Duties
Provides analysis on intelligence information regarding political-military issues in East Asia, with specific knowledge of Japan, the Koreas, and the Pacific Island Countries.
Serves as the Bureau’s and Department’s recognized intelligence expert who analyzes a variety of intelligence issues which are critical to the development of policy and the operational support of Department-wide initiatives.
Represents the Department in interagency meetings, provides guidance to Department policymakers, briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora.
Serves as the Department’s lead officer in implementing intelligence support for regional and country-specific issues as they pertain to East Asian countries, with a specific focus on Japan, the Koreas, and the Pacific Island Countries.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors involved in the administration of intelligence analysis specific to East Asian countries.
Experience with Intelligence Community (IC) including mission, members and policies.
Experience with intelligence analysis in order to produce policy relevant assessments that involve the research and analysis of information derived from a variety of sources.
Experience with current U.S. foreign policy objectives and programs to assess the relevance and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy towards East Asia, specifically Japan, the Koreas, and the Pacific Island Countries.
Experience providing advice, guidance, and consultation to senior policy officials with regard to the interpretation and application of intelligence analyses.
There is no substitute of education for specialized experience for the GS-14 position.
