This position is located at Department of Treasury, Departmental Offices, Community Development Financial Institutions Fund (CDFI). The mission of CDFI is to promote access to capital and enable locally based organizations to further economic growth and community development in urban and rural low-income communities across the nation. As the Cross-Program Team Program Manager, you will oversee a team of analysts who support the effective implementation of all of the CDFI Fund's programs.
Duties
As a Program Manager, you will:
Establish, promulgate, or evaluate policies, guidelines, procedures, or methodologies that guide the operations, implementation, and management of the assigned area of program responsibility.
Perform award reviews and provide funding concurrence or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations.
Contribute to the development and implementation of the Fund's strategic plan and performance indicators. This includes setting and communicating organizational goals, establishing operational plans with outcomes and milestones, determining priorities, and monitoring, measuring, and reporting on the performance of staff, workgroups, and business units.
Make decisions, in both routine and crisis situations, to ensure effective day-to-day operations of the business unit as well as the long-term success of the Fund.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 level, you must have at least one year (52 weeks) of experience at the GS-14 level, or equivalent, which has equipped the candidate with the experience, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Administering programs related to community development, affordable housing or economic development; AND
- Overseeing the work of others in performing program implementation and evaluation work requiring experience in:
(A) the financial and management structure, operations and practices of community development; OR
(B) the evaluation of applications for federal award or grant programs; OR
(C) the development and execution of policies and procedures for determining what entities should be selected to receive federal awards or grants.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
