Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as developing and executing plans in environmental field work or construction/safety oversight activities.- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as Assisting in overseeing cleanup and construction activities at remediation sites. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of environmental sampling, characterization, and design activities.
Knowledge of federal, state, and local laws and regulations related to environmental construction projects.
Knowledge of environmental construction and safety principles and regulations.
Knowledge of contracting principles and experience working with contractors.
Ability to serve as a Contract Officer Representative (COR) on a variety of safety, site characterization, design, and construction activities on contracts.
Ability to make decisions or recommendations to ensure that environmental projects are completed on-time and within budget while adhering to the terms of the contract.
Ability to work with others in a team environment and effectively communicate.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
