You will serve as a SUPERVISORY INTERDISCIPLINARY GENERAL ENGINEER/CIVIL ENGINEER/MECHANICAL ENGINEER/ELECTRICAL ENGINEER in the ASSEST MANAGEMENT DIVISION of COMMANDER NAVY REGION HAWAII. This is an interdisciplinary position which may be filled by any of the following series: GENERAL ENGINEER (0801 SERIES) / CIVIL ENGINEER (0810 SERIES) / MECHANICAL ENGINEER (0830 SERIES) / ELECTRICAL ENGINEER (0850 SERIES). YOU WILL SERVE AS A DEPUTY ASSISTANT REGIONAL ENGINEER

Duties

You will assess technical projects (e.g., system requirements, resources, cost, customer needs) to develop a complex project plan. You will develop budgetary strategies to achieve program objectives within resource constraints. You will advise employees on technical and administrative matters to achieve organizational operational objectives. You will corroborate proposed facility strategy with Installation Energy Managers to complete project planning documents.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent may be required to work overtime. Overtime may be required, but not guaranteed on a regular basis.
  • The employee may be recalled to work during absence.
  • Then employee may be required to work overtime on an emergency basis.

Qualifications

In addition to the Basic Requirements for this position,Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing or assisting in the management of infrastructure programs for a large organization, installation or region; 2) Preparing and/or providing input to local policies regarding infrastructure management procedures, to align them with command, regional or agency goals and initiatives; 3) Performing technical authority responsibility to address facility requirements and technologies to produce new or revised engineering and design criteria; 4) Insuring compliance with infrastructure related federal mandates, legislation, and policy to develop and adopt high performing building requirements to lower facility operational costs, reduce energy usage, reduce carbon emissions, and progress to net zero energy facilities; 5) Executing projects for design, construction, and maintenance for shore based facilities; 6) Formulating and justifying budget requirements for future facility maintenance plans; 7) Planning, coordinating, assigning work, and managing priorities for subordinates to ensure that projects are on schedule and dates are met.
