You will serve as a Senior Biologist in the Environmental Business Line of NAVFAC Northwest.
The Senior Biologist is responsible for providing expert technical leadership and regulatory support to all naval activities within the geographic area of responsibility. In addition, the position will serve as the Regional Natural Resources Program Manager, providing advice to the Regional Environmental Program Director and Installation Environmental Program Managers on technical and regulatory issues.
Duties
You will provide technical leadership to ensure quality and consistency for products and services produced by the Environmental Business Line and provide overall technical direction for the Natural Resources program within Navy Region Northwest.
You will provide direction to other scientists, planners, engineers, and technical specialists.
You will review and develop concepts for process improvement and coordinate assigned areas of expertise for the region?s Environmental Management System.
You will act as the project leader for execution of difficult and highly complex or controversial projects or program initiatives with far-reaching scope and effect.
You will interpret laws, regulations, and policies to effect good business decisions and successful project execution.
You will provide briefings, point papers, and other information to Regional Commanders, Commanding Officers, Public Works Officers, major commands, and other federal, state, and local jurisdictions.
You will oversee and assist with installations? compliance with Federal, State, and local laws and regulations on issues related to assigned areas of expertise.

- You will be required to obtain and maintain a current valid United States driver's license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- May be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Leading or supporting project execution, budgeting, and/or financial management for Natural Resources programs; and
2) Editing, writing and/or reviewing Natural Resources Management Plans.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You must have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
You must have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
