About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Review, analyze, assess, evaluate, monitor and track DDE contracts that support the education mission
Advise and provide recommendations to DDE faculty and staff regarding activities and workloads that are suitable for being accomplished by contract
Serve as department budget point of contact
Serve as Contracting Officer Representative, Defense Travel System Accountable Official/Reviewing Official
Serve as the Billing Official for the department's Government Purchase Card Program
Prepare the department's Phased Obligation Plan
Develop training schedules and track training status
Monitor contractor performance and evaluate contract progress
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Must complete a Financial Disclosure Statement (OGE 450) at entry and annually after appointment.
- Must be able to obtain and maintain Contracting Officer Representative certification.

You will receive credit for all qualifying experience, including volunteer experience. GS-07: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) preparing correspondence on the financial performance of an organizational program; 2) reviewing administrative processes and procedures for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-05) or equivalent pay band.
OR
1 full year of graduate level education leading to such a degree in Business Administration, Business Management or Human Resources.
OR
SUPERIOR ACADEMIC ACHIEVEMENT: Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) skill in analyzing, interpreting and explaining requirements and specifications of contracts; 2) preparing correspondence on the financial performance of an organization program; 3) analyzing and evaluating progress towards meeting established goals and objectives; 4) reviewing administrative processes and procedures for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07) or equivalent pay band.
OR
Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Business Administration, Business Management or Human Resources.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-05 for GS-07 and GS-07 for GS-09).
