The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Supervisory Program Specialist. The Supervisory Program Specialist will function with in Prime Care. The Supervisory Program Specialist will be expected to be a administrative expert, and technical advisor for management policy and programmatic planning for Primary Care Services at the Dayton VAMC. Serves as chief of administrative operations.
Duties
he Supervisory Program Specialist duties include, but are not limited to:
The incumbent serves as chief of administrative operations for Primary Care Services at the Dayton VA Medical Center.
Direct responsibility for administrative management of the Primary Care Clinic in Dayton, the Compensation & Pension Section, the Department of Defense (DoD)/VA Transition Center at Wright Patterson AFB (WPAFB), the Women's Health and Wellness Center, the MOVE! Program, and the four Community-Based Outpatient Clinics (CBOCs).
Program development and analysis through operational and statistical analyses and implementing improvements based on results.
Development of policies for adoption which provide enhanced access, quality, and cost-effective health care.
Oversees monitoring and tracking of contract services and directs the effective utilization of budgetary resources.
Interprets and analyzes utilization management reports and subsequent design and implementation of corrective measures; develops and presents executive-level briefings on Primary Care operations, strategic initiatives, and process improvements.
Represents Primary Care Services on executive-level committees for performance improvement, safety, environment of care, space utilization, and operations.
Work Schedule: Monday - Friday. 8:00AM to 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Program development and analysis through operational and statistical analyses and implementing improvements based on results.
Development of policies for adoption which provide enhanced access, quality, and cost-effective health care
Oversees monitoring and tracking of contract services and directs the effective utilization of budgetary resources; interprets and analyzes utilization management reports and subsequent design and implementation of corrective measures.
Develops and presents executive-level briefings, strategic initiatives, and process improvements.
Acts with full authority on all administrative matters and functions.
Represents on executive-level committees for performance improvement, safety, environment of care, space utilization, and operations.

.Physical Requirements: Work is primarily sedentary in nature, with some physical demands in mobility, lifting, and operating a vehicle. Short deadlines and extra work hours are common. A moderate amount of travel is required.
