Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Senior International Affairs Specialist. Duties

Conducts negotiations with representatives from foreign governmental entities, Federal agencies (e.g. State Department and United States Agency for International Development), international organizations, and other agencies to develop Reclamation's activities for reimbursable technical assistance and training programs, and non-reimbursable cooperative technology exchange. Leads, develops, plans, directs, coordinates, and executes Reclamation's International Affairs Program. Team leader providing oversight and leadership to subordinate NAIAO staff implementing international training programs, seminars, and workshops. Represents the Bureau of Reclamation at conferences and meetings with foreign water officials visiting the United States. Conducts briefings in the Commissioner's Office or the Department of the Interior. Serves as a liaison between the Commissioner's Office and other Reclamation offices, other Federal agencies or outside organizations. Collects and analyzes background information concerning international water issues or other topics and prepares reports or briefing papers. Organizes, implements, and directs Reclamation's technical seminars and workshops. Collaborating with Reclamation technical experts and foreign counterparts to assess specific areas of interest, assess the viability of a specific seminar and workshop, and to conceptualize the seminar and workshop. Reviews and interprets relevant legislation, Executive Orders, State's foreign policy material, and Department/Reclamation policies and guidance to develop, articulate, and promulgate policy, directives, and guidance pertaining to the International Affairs Program.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly identified in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in Federal service having demonstrated experience negotiating and finalizing water resources scopes of work with domestic and foreign governments, organizations and entities; and experience implementing and executing technical seminar/training/assistance programs related to water resources programs for foreign entities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/12/2023.
